Q24 - I'm aware that UPSC gave answer as D, but I don't understand why 2 should not be correct, since statement does not say "define"/"explicitly". What is the right explanation? Is it that we have to interpret "provides" as "explicitly"?

When we say Governor's discretion is under purview of Judicial Review, what safeguarding the citizens' liberties we talk about?..My take is doctrine of JR is for constitutionality of Law and not anything limited to FRs..

 Correct me if im wrong..but i guess this is why UPSC had D as an answer

@ShanksI see, so you mean the "Constitution provides Judicial Review" part of the statement is correct but the 2nd half is wrong.
Your example makes sense, but I am still unsure, I feel like the 2nd half was given in a broad sense.

Doctrine of JR is basic structure..ie it is originally 'provided' inside Constitution in Art 13 (and not 32 as written in solution)..
