Intro - Kautilya in his seminal treatise Arthashastra mentions the statement to highlight importance of coordination and cooperation in various organs of the government and governance.
Body- As per Kautilya
Chariot of governance can't run without coordination and cooperation of multiple departments/actors/aspects of governance.
King alone can't govern. He needs cooperation of CoM and other angas (total 7) for proper governance.
If this is not done sooner or later governance will fail >>there will be Kopa/anger in public + Matsaya Nyay (anarchy and rule of force) >>the king will be at the ultimate receiving end.
Relevance of these wisdom words of kautilya today -
(Link here with all possible things in Current times like impact of emergency decision by Indira Gandhi without CoM will or Multi actor governance era of today or Success of flagship scheme depends on cooperation of silos working deptt integration or recent approach to tackle naxalism with cooperation of all rather than only one wheel ie center govt/army or GST council etc etc)
Conclusion- Thus we can say that synchronized movement of all wheels alone can move chariot of governance, development and trust with not just better balance but also with better speed, in desirable direction and for reliable assured journey.

But a minimum level of pub ad can be done in a day despite that. Other will benefit from the approach, linkages aspect.

Start with 2018 question paper. Paper 1 Question 1. Whatever the quality of content be. Start making flowcharts n diagrams as well. Improvement is bound to come with each passing day. We ( me ,@IWRA,@Yo_Yo_Choti_Singh) will add and elaborate wherever the need be. Best wishes.

It’s a good attempt provided the parent question be ‘scope of public administration’....read the question again. Don’t you think the parent question is discipline being boundary less or not??
What makes that 20 percent difference between toppers and others is understanding the question properly .... like You’re communicating with the examiner through your answer- ‘I can only see what you wanted me to see.’

You’ve actually touched the soul of the question. Good work. However even if the content is good you haven’t elaborated it well. If I were to correct your sheet then goodness on content will balance out with poor presentation. Hence average marks.

So I went through all the answers. Let’s break the question into two points which have the most emphasis-
-‘determined by what an administrative system does’
-‘scope of the discipline is boundaryless?’
When they ask what an administrative system does -then don’t you think we should trace the evolutionary history of the discipline like one among you very correctly did.
While tracing the evolutionary history from NPA to NPG we can witness that the scope of the discipline is continuously evolving and the boundaries changing. Like we can truly witness a stage from a lot of boundaries to more n more boundaries getting dissolved till we reach NPG which is the current stage and still evolving.

I guess it’s necessary. Who knows whether your answer will be read from first to last alphabet. Sometimes those who are evaluating emphasise more on key words. However unjust but this is how it is.
Your answer is good especially that core periphery part. But since word limit is too restricted we need to address the core (emphasis of the question) - evolutionary aspect rather than subject matter view , posdcorb etc
I’ll share someday my evolutionary history as well. The kind of diagrams I used to make in initial days. I can assure elated you’ll feel witnessing what daily practice has done to my thought process and diagrams. Same goes for you too..... mark the date. We will talk after 6 months.

Start breaking the question in parts and posting it here. Let’s address this problem. Start with 2018 question paper. Ho jaayega. Itna badha issue nhi hai. Don’t worry. Hindi mein translate kar liya karo question ko mann mein. This is the trick. Pata chal jaayega emphasis kaha hai.
For your second query. Question par depend karta hai totally. I’ll keep this in mind. Will address your query in due process.

Okkk... so first things first. In a 150 words answer you’ve mentioned other thinkers and Weber got sidelined. Examiner har baar poora answer nhi padhta . I’v read 6 answers and now I’m searching for keywords, explanations n diagrams (explanation for diagrams) ... you attempted the graphic presentation Very Well but invested the time for explanation in Simon despite it being a ‘comment’ question only .@Bhagat-singhto pls take note.

After practising around 350 diagrams... it takes not more than 1 minute to draw a diagram for me . One nicely explained diagram channelise your thought process and cuts down time to attempt the explanation as well. You just have to see the diagram and explain. So little effort in practice and you getting good marks....not a bad deal I guess.

The introduction is coming from very far, not required for 10 markers. Make it crisp, short.
Clearly talk about efficiency and rationality...it should come out vividly and visibly in your paper. It will improve your marks
Since question directive is comment, you can share your alternate views also in the end...like bureapathology, unintended consequences, red tapism etc..can talk about works like adhocracy( Alvin Toffler), end of bureaucracy thesis ( Bennis) as the argument why efficiency is not intertwined with rationality.
Approach of Bhagat Singh in that context is best.

Technically I don't find any ... However NPG was the starting point which led to GG .. both given by Osborne . GG was a wider adaptation to NPG diluting more boundaries , including more boundaryless organisations . You can switchover between the two while answering your questions except when the terms have specifically been used in the question .

I was thinking of compiling a book or some material for pub adm
-Chapter wise
-Only flowcharts and diagrams
-Connected to current affairs
You guys have a lot of material. Just practical aspect is lacking somewhere.
Guess by the time you’re done with your prelims you can get your hands on it. If you guys need anything else I can add the same. So that even when I’m not available during your mains you can get benefitted. What say!!
I know you're busy with Prelims but whenever you come across something - some quote or example in newspaper editorial or otherwise which can be used in some pub adm answer do care to share .... more than helping others it will polish your own skills . This will not take much time and atleast I can evaluate . I can assure this will be highly beneficial .
