@Aurang_mirasudar Question is no where is saying about legally binding nature. It's simply mentioning about its agreed nature. Statement 3 may be correct but its absolute nature i.e 'any public service' makes it more vulnerable. 
@Strugglehard Can you provide the source, hwz statement 1 is wrong. Not a single answer key has provided 2&3. Solely answer provided is 1&2. I'm just asking bcs this is the only platform which is debating this answer.
