@rishi258 this ‘permission’ is with regard to the internal structure/ working of blockchain and not the permission from government or any other regulatory authority. It’s only that sometimes, every member of the distributed ledger is not allowed to initiate a transaction. It’s a design thing not a regulatory thing. There is no confusion in this question.

@gauravbrly409 I think this kind of reasoning is not a valid reasoning. A person in order to be appointed a minister should have qualifications of a member of the concerned legislature. It’s the job of the Governor to see this while while administering oath. By your logic, even a child, or animal can be made a minister, which surely can’t be. Constitution should be read in its entirety, not in bits and pieces. Answer of this question should be D.

Guys, I’m someone who always cleared prelims (5), and also mains(5), and 3 time’s recommended by USPC (currently in Service). I’ve never seen so much confusion and disorder after a UPSC prelims, except a couple of questions here and there. I think we should get over this asap. Best wishes!!
