[Results] Prelims 2020 Over - Gearing for 2021

It matters buddy.
UPSC is not foolish or unsympathetic.
They know that many in-service candidates, doctors, police personnel, media persons (yes, they appear for the exam as well), other subordinate staff are working their hardest at this time, 24x7, while others are studying from the comfort of their homes.
They should not be put to disadvantage for their service towards the community and the nation.
Restrictions on freedom of movement affect psychologically to many of the candidates.
If an affected case is located in the neighborhood, that adds to even more stress. 
It is not always about being ready for the adverse situations, it is about being smart, humane and sympathetic.

If lockdown is extended till the end of April and beyond, which is quite possible in the hotspots like Mumbai or Delhi, dates will be postponed for sure.

@Nikita The point you are placing is totally illogical.
In case of interview failed candidates, they already have the experience and knowledge base for the next prelims.
Also, they are not supposed to take their results granted, and should keep on preparing till the result comes out.
So, they do not have 15 days but avg 2-2.5 months after the interview. (interview in march and pre in june).
Those candidates HAVE the CHOICE to study or not to study.

Current scenario is totally different and out of everybody's hands.
Candidates from services and essential services, staffs and medical fields are not willingly spending their precious time in saving lives of people and keeping cities clean and controlling crowds and taking care of essential supplies and many more such tasks.
If they had a choice, they would have chosen to study for the exam instead. 
I really wish you were stuck in this kind of situation.

Another problem is, people need to travel to different cities for the exam because of limited exam centers and all the major cities are becoming hotspots of the pandemic. People will be afraid to go to those cities.

And, Stop blaming UPSC just because someone flunked the interview and wanted to to cry for 15 days instead of studying.

@Charlie We have not yet reached the peak because of the lockdown.
But continued lockdown is not a sustainable solution, and as soon as the restrictions will be relaxed, the cases will start increasing exponentially.
We have seen the same thing in last 2-3 days when the daily count has been making new highs every day.

UPSC should set up exam centers in all the district headquarters and let us edit the same in our already filled forms.

This way we don't have to travel for long distances and with lesser number of students per center, social distancing rules could be better followed.

@Ankit_sahu people are getting impatient with the delay, because they want to become an officer as early as possible as they have worked hard for past 10-12 months or more. So they are using their intelligence to speculate the earliest possible date.

But, many are living away from hotspots, so they do not have much idea about the fear, stress, restrictions, curfew etc.
Watching reports on TV and living through it are two very different things.

How many IITians are literally changing the world?
may be 1 % including all IITs that too is a very ambitious number. 
Adhe to America aur Europe bhaag jaate hai paise ke chakkar me.
Waha jakar bhi koi bade zande nahi gaadte, normal engineering jobs hi karte hai. 
The research level of IITs is very mediocre compared any American 2nd or 3rd tier university. 

Civil servants are serving the nation, from grass-root level to the international relations. That's why their stature is way better than IITians (some of them try to be Civil Servants, and not the vice versa).

You can not even compare the level of recruitment and eligibility of civil servants of the USA and India. If you have learned anything in CSE preparation, then understand the basic differences in how different their polity is than ours,  the difference in economy, the time they took from their independence to reach where they are today, what is the standard of living of citizens, what is the difference between problems an American citizen faces and an Indian citizen faces, look at the difference in diversity of the two nations, look at the equality of opportunity scenarios, and many such related issues. 

Coming to GS issue, recruiting specialists has a very limited scope and waste of talent. For example, Mr. Shaktikant Das is a History graduate. If mimicked the american system, he would have been working in ASI at max or may be as a history professor in some corner of this vast nation.
GS serves the role of hunting the talent through a common platform on awareness basis and balanced thought process, which is utmost needed in this country where diversity is the bane and the boon at the same time.

Also, if you really think US diplomacy is the finest, then that's not because their diplomats are well versed in diplomatic relations, but because of the military might, defense industry and the overall economic power the USA has. Their negotiations start with the mention of 'retaliation', 'sanction', 'duties', 'military action', etc.

@mehuifs I think @Lemillion has summerized quite well the competency of our bureaucracy.
Even if we compare to the topmost bureaucracies,  the shear number of dimensions (population, illiteracy, political interference, cast politics, various section and strata of society, economic challenges, welfare challenges, and what not) civil servant has to consider at every step makes our civil services quite overwhelming. 
The topmost bureaucracies like Nordic countries of the North American countries, they have structured and formulated service conditions, like 1:1 relation. Our services work non-linearly, which makes it more challenging, yet efficient.

Just compare the way vehicle traffic works in the USA and in India and make a connection with the complexity of nature of topmost bureaucracies and our civil services.

This prestige is a very shallow concept. 
It is engraved into minds of many aspirants and that's why they want to be IAS/IPS only, because other services are not as glamorous as these in the eyes of 'society'.

@Chanakya Why won't the same will work in case of other states like Maharashtra if it will be under president's rule (356), as the article mentions that parliament assumes the power of state legislature?
Though abolishing a SLC is not a pressing matter to get on the agenda of the parliament in state emergency, but the constitution is silent on these kinds of exceptions, and hence, there is a strong possibility, at least in theory (or in practice in case of J&K).

Also, there could be a constitutional amendment in future abolishing all the SLCs altogether by parliament. if SLCs form a part of basic structure or not is also not clear, but as it is related to federal structure, it might need ratification by half the states, but only 7-8 states have SLCs, so the ratification won't be difficult.

@Itachi How is crowd related to you giving the exam?
I don't see any relation there.

Every state has only 1-2 centers for mains, so number of aspirants attempting the mains at every center will be more or less similar, 100-150 tolerance. Every state will have candidates cracking the prelims, you can not predict which state has more or less crowd beforehand, especially in COVID-19 time when even Delhi Junta is dispersed all over India.

Stop believing everything seniors tell you.
You'll waste crucial day or 2 (just before the mains) in travelling to different state and searching for proper food at that place and panic if something goes sideways, while in Mumbai you'll not have to face that.
