@srk1031147 2019: Government replied in Rajya Sabha, “As far as market-linking of urea prices is concerned, the MRP of urea is statutorily fixed by the Government. Whereas, MRP of Phosphatic and Potassic (P&K) Fertilizers the  manufacturers/marketers are allowed to fix the MRP at reasonable rates as per market dynamics.” Therefore first statement is not fully correct.

by this explanation it is clear that MRP of non urea fertilisers are fixed as per market dynamics.
Companies who are getting subsidies are not translating benefits to farmers.
Now question is whether subsidy given by govt can be said to be as govt administering the prices of chemical fertilisers.???
but everywhere it is written that for urea price is controlled by govt while for others govt just provide subsidies to companies......hence I think there is some difference bw price mechanism of urea and other chemical fertilisers. hence a option must be correct

@MarcusFenix yes but in chemical fertilisers only urea price is controlled by govt, other chemical fertilisers retail price is market driven.
in question statement is ----At present, the retail price of chemical fertilizers is market -driven and not administered by the Government.
if seen generally this statement is correct.
If I say opposite of this---- the retail price of chemical fertilizers is NOT market -driven and administered by the Government ----this would be staitaway wrong

but statement A in question is general statement and opposite of it would be not true.

@Udit_pathak brother upsc prefer general statements......I am saying that directly govt control price of urea only....for other it provide subsidies and indirectly influence prices.
before 1990 govt used to control prices of all chemical fertilisers but gradually it decontrolled prices of all fertilisers except urea......now can u say govt control prices of other fertilisers in same way as of urea?? NO 
see this link ....research of whole fertiliser policy of india ....u can clearly see govt has decntrolled prices of other fertilisers except urea

In minister question .....read the hindi version....it is given that----koi bhi vyakti jise vote dene ka adhikar ho use minister bana sakte h...........while in english it is genereal statement..a person who is eligible to vote can be made minister

this is just not acceptable...acc to hindi version answer would surely be D but in eng version they have given genereal statement due to which answer could be A.
