@Carpediem I'm sorry. I have misread it, to develop an application, you don't need permission. To participate in private blockchains , you need permission. However you can create an application with private blockchain without permission. Hence statement 3 is correct.

@rafael the difference is accessibility to blockchain and creation of applications using blockchain. Anyone can create applications on blockchain without permission. Permissioned blockchains are restricted in accessibility.
