@CSE20 I guess you're referring to consultative committees (not to be confused with Parliamentary committees)

@CSE20 but doesn't the question mention Parliamentary Committees and not just simply committees?

The question mentions Parliamentary Committeeset up by the GoI( & not the House or the Presiding Officer) in various ministries  (& not inside the House)

Consultative committees are set up by Ministry of Parliamentary Affairs and are attached to various ministries. 

This is what I have understood.

Bijoe Emmanuel v. State of Kerala ->Students of the faith of the Jehovah's witness refused to sing the national anthem as it was opposed to their faith. They however stood up while the national anthem was being sung in the assembly. The Court held that right to freedom of speech and expression included the right to remain silent. It also held that mandating singing of the same would be violative of the right under A. 25. "The real test of a true democracy is the ability of even an insignificant minority to find its identity under the Constitution." 

S.3 of Prevention of Insults to National Honour Act, 1971 outlaws obstruction of singing of National Anthem, but doesn't compel anyone to sing it. Idea is that it must not be disrespected.

Okay I am confused now🙂 which answer key to believe? Checked with Laxmikant and it says correct answer is B!!

However Article 227(3) nowhere mentions the word "discretion"of governor, just says "prior approval of the governor". Are the two expressions one and the same thing?
