Renegotiation of Indus Water Treaty

A parliament panel last month recommended that IWT, 1960 be renegotiated. It should be done so as to address the impact of climate change. 

What are your views on this from a diplomacy standpoint? Also, if one were to evaluate from a moral standpoint, should the issue of climate change take precedence over national interests?
