q. 23  Cabinet committee is a group of ministers which can take collective decisions that are binding across various ministries/departments.

But their decisions are subject to review so how come they are binding ? 

Q.43 solution- During its operation, the state executive is dismissed and the state legislature is either suspended or dissolved. The president administers the state through the governor and the Parliament makes laws for the state. In brief, the executive and legislative powers of the state are assumed by the Centre.

when parliament is making laws on state sub ,should it not be that leg powers are in parliament in that case (and not centre)?
