The last date to 'fill' the form is March 3rdI've mentioned March 31st to obtain the certificate by then. Because any time after, it would assess the income of FY 19-20 which will be invalid here. Now, you've to see weather to opt for EWS Category or not when you'd fill the form.ps. Certificate is to be submitted at the time of mains.
Thanks@babyshark for the info.

Financial Year is 1st April to 31st March. Now that FY Year April'19 to March'20 hasn't ended yet, how can you assess the income for the year.So it had to be FY April'18 - March'19 for the year 2019-2020.Kindly recheck. If you've obtained it in January, it'd be of FY 18-19 only.
Can I apply as EWS and will make my ews certificate after pre? Though in notification it's clear mentioned that the date should be before the closing date i.e 18 March
And if I am unable to show my ews wt will be the consequences after pre results
1)will I am considered as general
2) will they cancelled my form
Please someone clear the confusion regarding obc creamy layer. My father worked in state government class III service and was promoted to class II in 2017. My mother is a housewife(no income). I think I am eligible for non creamy layer. Anyone with clarity over the issue, please confirm this. In 2019, I filled the form with general category(I thought I don't come in the income bracket).Thinking to fill with OBC this time.
DoPT does a very elaborate due diligence for creamy layer cases.
I am not fully aware of the issue of determining creamy layer, especially if your father has been an employee of any of the PSUs.
What I can assure that in the past, if people who have applied as non creamy layer, and if later DoPT ( or before that UPSC ) finds you to be in creamy layer, you will be treated as General Category. This will be applicable right from Prelims stage to Mains to Interview.
However if you qualify as Gen Category, through all the stages, you will be not disqualified on grounds that you applied as OBC non creamy layer.

That is a good thing then. If I could qualify by general, and just filling obc ncl is not creating any further problem.
Thanks a lot!
This year also there were two people whom I have known for past two years, were selected in IAS in OBC Category, did not get the joining date for their foundation course in LBSNAA for some strange reason.
They had applied to work with us. The day they were being inducted into their work with us, they got email from DoPT for joining the foundation .
Bests !
