As of now, the notification for Civils
- has provided way to withdraw from prelims
- it has repeated the previous guideline that if a candidate does not appear in the test, his attempt will not be counted.
so in my opinion, you are safe.
As for postponement, I think that the right question here, will normalcy be restored by May 31 to allow congregation of people?
We don’t know that yet. So postponement will depend on that.
