@sunnyleony just suggesting a possibility that maybe the Lender of Last resort in the brackets is intended only w.r.t the the immediate preceding term i.e. long-term loan to banks.

For banks RBI is the lender of last resort.. No doubt. But I can't think of fin ministry & nirmala sitaraman printing huge 💰 to escape tough times like covid. Monetary functions of govts are delegated to central banks. Even in case of gareeb central govt rbi MUST be there, at least technically. Going by rigid textbook definitions only banks should be ans 

RBI does not "lend" to govt except as ways and means advances. But that is for a different purpose, not as a last resort or something

RBI can print money and buy govt bonds. But I don't think buying bonds qualifies the definition of lending

@toooldtodieyoung the bitter truth is UPSC is out for blood and is going after coaching institutes. UPSC is getting better at the game and coachings are increasingly becoming clueless. Finally, the aspirants too end up paying the price. I don't think the guys who "predict" cutoffs know anything more than any of us

a bit late to the discussion but i am curious if people even actually felt the paper was tougher than last year, as the cut-offs of most institutes is 90-95 i.e similar to last year. ALso all the answer key discussions on youtube have the teachers itself getting confused/having alternating opinions but at the same time mentioning that the cut-off could be marginally higher than last year. What am i missing, there seems to be some disconnect. 

They can't believe cutoff could be lower than 89 despite indications to the contrary as it looks too low.i believe it will be low as even with bs coaching keys most r getting low marks,even ifos aspirants

@oopsie maybe ..... but I would expect their estimates to be backed up by some survey of marks of their students. 

Personally i don't like it when some coaching institutes say there were 45 odd easy question and thus cutoff would be around 90 ... This is very similar to saying that the poverty line is at 20 odd Rs/day simply because they can by rice and dal within 20 rs. Easy/Difficult/Moderate is a bit more nuanced. Anyways this is just a vent, maybe as i feel out of my depth to confidently say i can score >100 in this kind of a paper regardless of my preparation.

@toooldtodieyoung probably. but marks are lower for most candidates. that's what I could gather and that's what the coaching institutes are also saying. I don't understand how cutoffs can be more than 90 even if you adjust for lower intake, cancelled questions, repeated questions and all.. maybe it's just wishful thinking from my part
And you're right, a lot of venting is required to come to terms with this paper :D

@Qwertie nah bro ... stuck on the border .. in fact the lower end of the predicted cutoffs .... and as luck would have it am on the minority side of most of the confusing questions ... but what bothers me is even if i would have had the perfect attempt i.e excluding the few silly mistakes i don't see myself scoring above 100 comfortably if the controversial questions don't go my way. Thus the constant question in my head is "Topper Janta kar kya rhi hain ! "

Practice questions buddy. Build your intuition. I mean multiple test series.  Neither CA nor static helps you sail through..  Suggestion only for static done guys 😑

i marked granite. But deccan plateau does not have much granite. It is mainly basalt. So the answer cannot be granite

@Philip_Marlowe Nice research, but this is classic example of what happens when you don't read the research paper fully and just look for what you want out of it. In this paper, they have mentioned study where they have taken the fe2+ solution to form magnetic nano particles in the domestic microwave oven.
