How can an IAS allocated to a specific cadre change his cadre without deputation or marrriage p.s. I know it's very childish but hear me out

Recently I was checking out IAS officers from my state and an IAS officer who is now secretary to the CM of my state was allocated Assam Meghalaya cadre but in his biodata/information on state website he is shown allocated Manipur Cadre. How is that even possible ? P.s. he is not in inter cadre deputation nor has he married a civil servant

@LoktakLake How do you know that he was allocated Assam Meghalaya?

There is one person I know in the forum who got his cadre changed by not joining IAS that year. Then next year he wrote the exam again, for a better rank and got home cadre.


But that is a unique feat kinda thing.

You have two choices.

You either join IAS / IFS 

or write the exam.

Cant do both.

Some chaps don’t join and write the exam again and get what they want.

In fact that’s year, a guy had even left Foreign Service to write exam again.
