OBC Non Creamy Layer related queries while filling UPSC Prelims 2025 DAF

For Example

Q.1 What precautions must be taken by the candidates for claiming OBC reservation before applying for an Examination? (Ans. Candidates seeking reservation/ relaxation benefits available for OBC category must ensure that they are entitled to such reservation/ relaxation in accordance with the eligibility prescribed in the Examination Rules issued by the Government/Examination Notice issued by the UPSC.)


Q.2 Who is competent to issue an OBC certificate?( Ans. OBC certificate should be issued by any of the following authorities:

  • (a)  District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional' Deputy Commissioner/ 1st Class Stipendiary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/Executive Magistrate/ Extra Assistant Commissioner

  • (b)  Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate

  • (c)  Revenue Officer not below the rank of Tehsildar and

  • (d)  Sub-Divisional Officer of the area where the candidate and/or his
    family normally resides

  • (e)  Administrator/Secretary to the Administrator/Development
    Officer (Lakshadweep)

Q.3 Whether Migration Clause/Para should be part of the OBC certificate?(Ans. Migration Clause/Para should be the part of OBC certificate, in case certificate is issued by a State other than that to which his/her father originally belongs.)

Sir, I am from West Bengal.I am satisfying all the other criteria for OBC ncl and have OBC ncl in the format issued in 13/08/2024 which falls within the timeframe upsc has specified for OBC ncl certificates. My father is a retired Assistant Teacher of a state government aided school.He was appointed by the School itself in 1982.And officially he is not recognised as a government employee in any documents.No group (as in group a,b,c,d etc) is mentioned in my father appointment letter and subsequently in his service book and pension slip. And I have failed to find any notification declaring such by the government of west bengal for assistant teachers for government aided schools. And I have failed to find any equipment post in government of west bengal and any notification regarding that. What should I fill in the place of group and equivalent group?

My father's income is more than 8 lakh from government salary only and no any other source of income. I belong to OBC NCL so my question is What should I mention in the father's annual income column ? Should I mention the salary or write it as 0 as he draw no income other than salary.

hi, please help!

query 1 - Case of the matter: I have a caste certificate and that is issued under state government in hindi. The UPSC released a proforma/attached annexure in its notification. I got the attached annexure/proforma also signed by Tehsildar and the proforma has a MANUALLY written THREE digit number at the top with the MANUALLY written DATE.

I am confused now. should I be writing that manually written three digit number as the certificate number in the application form or that 12 digit number that's mentioned in my caste certificate issued by state government.

And should then the date of issue be the one that's written on my new signed proforma or that old.
i tried to call upsc helpline but it went in vain; they are either busy or don't get connected easily

query 2- will i have the time to edit the hobby and achievement section in the application after prelims or mains?  

  please respond asap.

@Mohd_Rashid  Regarding parents under private employment or private business, annual income is the main criterion. Nevertheless, salary and income from other sources should be considered separately.

@Adarsh_Kumar_Verma Mention salary. 

Regarding parents under Government employment, the status of the job (Group A/B/C/D) is more important than the salary. If your parents are earning more than 8 lakhs but their rank is below that of group B officers, you will still come under the Non-Creamy Layer.

(ii) Modification in application form (Other than OTR Profile Registration):

The Commission has also decided to extend the facility of making correction(s)in any field(s)of the Online Application Form for this examination from next day of the closure of the application window of this Examination. This window will remain open for 7 days from the date of opening of the same, i.e., from 12.02.2025 to 18.02.2025. In case a candidate wants to carry out any change in his/her OTR profile during this period, then he/she should login to the OTR platform and do the needful accordingly. In other words, no change in the OTR Profile (Registration) can be made by visiting the window for Modification in application form.(Page no 16)

Hello sir,

I'm from Bihar. Here, 1st stamp on my OBC-NCL certificate has been issued by "Anchal Adhikari" from Block. It will go up to DM step by step but it will take some time. Does Anchal Adhikari's issuance of certificate come under the "Revenue Officer not below the rank of Tehsildar" category as mentioned in the UPSC form?

Can I upload it? Or should I wait until DM's stamp?

Hello Sir/Mam, doubt regarding OBC, which applied by saying my family income as ₹1.2 lakhs, but in the ITR the Annual income is ₹4.5 lakhs. There is a difference in the ANNUAL income in Income certificate and ITR. 

1) which amount should I mention in the annual income? Whether mentioned in income certificate/ITR
