Q.1 What precautions must be taken by the candidates for claiming OBC reservation before applying for an Examination? (Ans. Candidates seeking reservation/ relaxation benefits available for OBC category must ensure that they are entitled to such reservation/ relaxation in accordance with the eligibility prescribed in the Examination Rules issued by the Government/Examination Notice issued by the UPSC.)
Q.2 Who is competent to issue an OBC certificate?( Ans. OBC certificate should be issued by any of the following authorities:
(a) District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional' Deputy Commissioner/ 1st Class Stipendiary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/Executive Magistrate/ Extra Assistant Commissioner
(b) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate
(c) Revenue Officer not below the rank of Tehsildar and
(d) Sub-Divisional Officer of the area where the candidate and/or his
family normally resides(e) Administrator/Secretary to the Administrator/Development

Q.3 Whether Migration Clause/Para should be part of the OBC certificate?(Ans. Migration Clause/Para should be the part of OBC certificate, in case certificate is issued by a State other than that to which his/her father originally belongs.)
Regarding parents under Government employment, the status of the job (Group A/B/C/D) is more important than the salary. If your parents are earning more than 8 lakhs but their rank is below that of group B officers, you will still come under the Non-Creamy Layer.
(ii) Modification in application form (Other than OTR Profile Registration):
The Commission has also decided to extend the facility of making correction(s)in any field(s)of the Online Application Form for this examination from next day of the closure of the application window of this Examination. This window will remain open for 7 days from the date of opening of the same, i.e., from 12.02.2025 to 18.02.2025. In case a candidate wants to carry out any change in his/her OTR profile during this period, then he/she should login to the OTR platform and do the needful accordingly. In other words, no change in the OTR Profile (Registration) can be made by visiting the window for Modification in application form.(Page no 16)
Hello sir,
I'm from Bihar. Here, 1st stamp on my OBC-NCL certificate has been issued by "Anchal Adhikari" from Block. It will go up to DM step by step but it will take some time. Does Anchal Adhikari's issuance of certificate come under the "Revenue Officer not below the rank of Tehsildar" category as mentioned in the UPSC form?
Can I upload it? Or should I wait until DM's stamp?
Hello Sir/Mam, doubt regarding OBC, which applied by saying my family income as ₹1.2 lakhs, but in the ITR the Annual income is ₹4.5 lakhs. There is a difference in the ANNUAL income in Income certificate and ITR.
1) which amount should I mention in the annual income? Whether mentioned in income certificate/ITR
