Q.1 What precautions must be taken by the candidates for claiming OBC reservation before applying for an Examination? (Ans. Candidates seeking reservation/ relaxation benefits available for OBC category must ensure that they are entitled to such reservation/ relaxation in accordance with the eligibility prescribed in the Examination Rules issued by the Government/Examination Notice issued by the UPSC.)


Q.2 Who is competent to issue an OBC certificate?( Ans. OBC certificate should be issued by any of the following authorities:

  • (a)  District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional' Deputy Commissioner/ 1st Class Stipendiary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/Executive Magistrate/ Extra Assistant Commissioner

  • (b)  Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate

  • (c)  Revenue Officer not below the rank of Tehsildar and

  • (d)  Sub-Divisional Officer of the area where the candidate and/or his
    family normally resides

  • (e)  Administrator/Secretary to the Administrator/Development
    Officer (Lakshadweep)

Q.3 Whether Migration Clause/Para should be part of the OBC certificate?(Ans. Migration Clause/Para should be the part of OBC certificate, in case certificate is issued by a State other than that to which his/her father originally belongs.)

I have the obc ncl certificate and the past 3 years' ITR.... but for FY-2023-24 income is 9 lakhs but the other 2 FY, income is below 8 lakhs...can I apply in obc ncl?

They need ITR to be below 8 lakhs for all the three years or below 8 lakh for any one of the years will do?

@swagatikabarsha5402  Yes. Provided income from other sources is also less than 8 lakhs.

Regarding parents under private employment or private business, annual income is the main criterion. Nevertheless, salary and income from other sources should be considered separately.The main point here is to treat income from salary and income from other sources separately. Neither salary nor income from other sources should cross Rs.8 lakhs in three consecutive years.

@NareshMentor income from other sources is less than 8 lakhs... but in the ITR ,income from other sources and income from salary is not written separately....that will do right?

Sir, 

My father is Group c employee. My grandfather owned some piece of land mostly unirrigated. But actual registration has not happened after grandfather's death to my father or his siblings. Mostly it is convention based or oral transfers taking place. 

What should I write in this? Do my parents own agricultural land or not?

I am from obc ncl category from haryana.I have my caste mentioned in obc central list but in my certificate the caste is written differently with one letter difference.I contact issuing authority ,she said can't change the spelling as the same caste is written like this in haryana.what should I do, someone please reply!

@Harshad_Golhar Yes. However, regarding parents under Government employment, the status of the job (Group A/B/C/D) is more important than the salary.If your parents are earning more than 8 lakhs but their rank is below that of group B officers, you will still come under the Non-Creamy Layer.

As per ITR net agriculture income is  approx 9 lakhs for last 3 years.

Income from other sources is 3 lakhs .

Sir i belong to obc ncl category but due to some reasons i am not able to get my obc certificate before 11th of feb so should i apply from obc category and mark as creamy layer candidate or apply directly from general category? And if next year i manage to get obc ncl certificate then will upsc allow  to change my category from gen or obc CL to OBC NCL? Is changing category in subsequent attempts allowed? I tried calling upsc regarding this but nobody is picking up calls so please help me
