Apart from the strategy mentioned by you, you should be ready to take a stand against not involving in fake encounter and be ready to withstand any action taken against you. Anyhow no legal action can be taken, but you can be shifted to less important positions.

1. In view of the above mentioned circumstances the pressures from various quarters include:
– From the political quarters:if the SP does not act favorably to the orders of the HM, she would face hurdles in her career path and low support from political leaders in future.
-From seniors in the dept: if the SP does not encounter the naxalite as per the senior’s orders, she would again face hostility and lack of support in future from within the dept.
-From the locals:if the SP does not take strict action against the captured naxalite, it would lead to lack of confidence among the masses toward the police.
-From the media: since the news of the arrest of the naxalite is already out, a fake encounter would not only lead to violation of rights of the accused but also make national headlines and a possible end of career for the SP.
The SP faces ethical dilemma as he has to choose between following the legal procedures and handle the naxalite like any other criminal providing him all legal provisions; and choose her career growth and progress by respecting the orders of the political matters- seniors.
Factors considered in decision making: constitution provides rights to accused, law requires the accused to be arrested and interrogated and depending on the evidences the court would decide on the quantum of punishment, following legal procedure may lead to some naxals surrendering in future which cannot be achieved if an arrested naxal was encountered, interrogation can lead to revealing of information regarding planned attacks, location of arms storage, source of funding etc of the naxals which will help the police curb spread of naxalism, following a legal and moral path would anyway lead to career growth etc.
-Hence instead of taking a path which would provide swift but short lived results I would take the one which is legal and ethically correct and would ensure long term results to both my career and the department.
