Explanations
1. You shouldn’t go directly to the Principal. First, you should appeal to the person next in line in terms of superiority. And you shouldn’t start a shaming campaign against one of your advisors because blackmailing is not preferred anywhere.
2. If it is the govt which took those steps, let the govt answer for it. Maintaining neutrality should be the priority in this case. Who knows what intention the govt had in taking that step.
3. Not doing anything (last option) is perhaps the worst of the lot because if the downward momentum is not arrested, she could really hit rock bottom. Treating her the same as everyone else is also bad because you should always give extra attention to the gifted students whenever they need it. Now, to find out what the problem is, it is always better to ask her directly than arranging a Parent-Teacher meeting without her.
4. If you get an order in writing, you are safe. And that order will act as your proof. In other cases, there is a big chance you might end up in trouble and face a backlash either from your superior or the media. The third option is the best option out of the lot.
5. Signing it without considering all the details is not desirable.
Refusing to sign because the other guy has refused to sign is stupidity. Maybe he didn’t have time to sign it, maybe he found some irregularities in the paperwork, maybe he has some personal interest in the allotment of funds and cannot maintain neutrality while signing it, maybe he was instructed by the tahsildar not to sign in. So, it is best to first of all find out the reason for him not signing.
And if only the tahsildar can sign it, the clerk would not be bringing it to you to sign it.
