If you have substandard content which will get you even 1 mark - attempt it! I say this because if it is a random question, even others are not going to know the exact answer. And evaluators are smart enough know what to do with these questions - to not judge you basis a question where everybody has struggled.
Personally, I wrote such questions in half a page less (1.5 page for 10s, and 2 page for 15s) in a very bad handwriting to give an impression that I was short of time and attempted it last. Don't know how that plays.
If you don't know anything, chances are you will bluff - skip the question.
