Markings are all relative. In 2014, 100 marks in a GS paper was a very very good score. I remember Gaurav Agrawal scoring 350 in all GS papers combined. Now, I see people freely scoring in that range. WHo's to say UPSC won't revert back to the old days this time?

Yes.. GA topped with a score of 975. UPSC is maybe irked at increasing cut-offs. In pre, they have already settled the dust!

I don't think ISRO is a PSU. It is an org under DoS. It is not expected to make profits and is funded for a specific task.
Apart from that:

  • no vested interests(like in PSBs)
  • better work culture
  • good foundation roots

ISRO also had it's fair share of failures. Apart from that, PSUs like ONGC and IOCL(Maharatnas) are performing good. Many of the loss making PSUs are in sectors which are already under stress(telecom, aviation) or their work has now become redundant.

Ek bar k lie ye likhna ki NW region has proximity with Maha, Guj which can be a factor(downstream, exports) phir bhi sahi hai.. But I dont think any Prof would consider Maha and Guj to be part of NW of India, howsoever subjective the question is and regardless of the number of interpretations possible..

I have also heard Mr.DP Agarwal(ex-CM) assuring students that copies are evaluated in the most fair manner, regardless of that there is always a possibility of human error..

This article claims that Gitanjali got 15 marks in one of her attempts in essay. Don't know how true.

You mean, same answer and content fetches more marks in Geography optional than GS1, if same question comes in both the papers.
Means optional papers evaluation is liberal always? Doesn’t depend on person who evaluates and other factors?

I meant for paper 1, which was quite static and mostly on expected lines.. Compared to any GS paper where we have to think and invent an answer and do it for most of the answers..

Lawyers and their lobby have mostly been like this in Delhi(and many other places esp UP). They did not let Kiran Bedi stay in Delhi for long(she lathicharged lawyers creating ruckus outside her office). I also read an incident last year when a lady IAS officer was manhandled by lawyers in a Delhi court(she took a firm stand against a few lawyers when posted in Delhi).

Slightly unreal to mains, but what are your thoughts guys on the showcause notice served to Kannan Gopinathan? Doesn't it seem all too convenient that someone who raised dissent is now being hounded. This has been a pattern with this leadership at the helm. Nothing happened to Mr Asthana and almost the entire investigating team was either removed or suspended. Ashok Lavasa is also a case in point. The IRS lady officer also came out with startling revelation of top officials genuflecting to political leadership. My question then is, what do you guys feel about your prospects when you read such news pieces. If one clears this exam, how do you view these challenges (which are becoming more real with each coming day). Just something that was perturbing me. Ignore if you think it is irrelevant.?

Correct. Another issue is the hounding of officers for policy issues(ex-Addl Secy level officer in FinMin recently). And it does have a political angle to it. Fall in line and you would be rewarded, else be ready to face the consequences.

That doesn't mean they become corrupt, but only that they find ways to achieve what they want-- be it work, wealth, satisfaction or dissent. Even dissent is as per one's own convenience. A lot many honest officers do work and are hounded, like the examples that you have given. All I take solace is in the fact that people who want to work true to their duties are still in large numbers and are working tirelessly. Regarding what is to be the future prospects, changes would be far and few. Similar surroundings beckon all of us. Definitely resolve will be tested whether you give in or keep ploughing. It is also a matter of priorities, when you want to honestly work, I don't think you could be stopped.

You could be honest, hardworking and efficient but you would have to turn a blind eye to many wrongs. I guess it all depends on an individual. The officers who get transferred a lot, atleast they are happy of having a clear conscience. Else be in a powerful position by towing down to a few demands.

This is also a form of corruption. But it is every where.

Complexity is new normal and hence retrograde bureaucracy needs a fillip. That said, lateral entry is very much welcomed but surely not enough. Already available existing cadre at hand can be moulded too. But I have a doubt. Do you all think the bureaucracy is too much in adherence to the ways of past that they have given up soft ways to reform and are focusing on lateral entry? The recent firing of officers from IRS and all due to non performance does indicate they do not have confidence in their own soft nudging power anymore. Stubborn bureaucrats? Passive governance? I really don't understand this completely.

Well in some cases I dont think nudging would be of any help(like an accused of extortion). But do we not run the risk of turning bureaucracy elitist? Cannot undermine a decade spent in villages/towns.

The mentioned case is for optional scaling in prelims(before 2011 i think), when ques from optionals used to come in pre. Maybe a different methodology is used in mains.

Nope, i dont think it' like this, 50.5% seats(w/o ews) are UR/Open category, i.e., anyone can compete on them regardless of the caste, the rest of the seats are reserved(wrt merit list as only mains+inter scores are counted not pre, that would apply to Tina Dabi also i think)

  1. ESE(Mech) for OBC cut off was higher than Gen last year.
  2. EWS can't go to the level of SC/ST as the candidates falling under it are erstwhile Gen candidates only & many will score good(myself getting 105-110 in pre).
  3. Exams were EWS cut off went too low are regional exams were many states did not issue the certificates(ex- an exam in Telangana)
  4. In All India level exams, EWS cut off is between Gen & OBC, almost equal to Gen(check SBI PO final results).

PS- secretly hoping EWS cut off to go low??
PPS- personally against this reservn, but since the govt, in it's wisdom, has come up with it, so will take benefit of it( also secretly hoping for SC to strike it down as wont be eligible next year??)

This move in itself seems justified. A lot of us become complacent after clearing a single exam and what we see on the field is that young officers have little knowledge of the job and have to rely on the advice of their, often unscrupulous, subordinates.

Adding FC marks may open the process to individual biases. Reminds me of college, where some students did well in vivas mainly because of the way they presented themselves & not the real knowledge. You may know better, shed some light on it.

I once went to a local elec. office. Now they had these forms for different types of work. Now there was a middleman who used to come at a designated time outside the office, took a nominal charge(Rs30,40) and filled the form for the people(most of whom were semi-literates or workers in some rich house). This was 2013 and e-gov was not the buzz. Yes, they could have made the forms easy, but they got ir from the 'top'. Now,

  • The people:happy(by paying a small amount there forms would be filled correctly and work be done)
  • Staff:happy(correct forms, extra earnings)
  • Middleman:Happy

This was uptown Lucknow and there would be plenty of such offices in the district alone. Now, how would you solve this problem?

  • Increase in road accidents, in which private tourist vehicle form a major share
  • Enforcement issue in remote parts

Solutions:

  • The private tourist vehicles could be asked to register and get their drivers trained at a nominal fee(a local driving school could be roped in)
  • small barricades and adequate measures(like reflecting mirror)could be used
  • The remote areas(with major accidents) could be monitored by a CCTV, if not possible, surprise checks i every alternate day could be taken up
  • The private operators need to be taken into confidence as it is their business which would get affected by increased accidents
