@Vikai go for 5min Topic selection, 10min blueprint and 75 mins for each essay and I never go beyond 10 pages(1000) words, so that saves the time.

Markings are all relative. In 2014, 100 marks in a GS paper was a very very good score. I remember Gaurav Agrawal scoring 350 in all GS papers combined. Now, I see people freely scoring in that range. WHo's to say UPSC won't revert back to the old days this time?

Yes.. GA topped with a score of 975. UPSC is maybe irked at increasing cut-offs. In pre, they have already settled the dust!

I don't think ISRO is a PSU. It is an org under DoS. It is not expected to make profits and is funded for a specific task.
Apart from that:
- no vested interests(like in PSBs)
- better work culture
- good foundation roots
ISRO also had it's fair share of failures. Apart from that, PSUs like ONGC and IOCL(Maharatnas) are performing good. Many of the loss making PSUs are in sectors which are already under stress(telecom, aviation) or their work has now become redundant.

I have also heard Mr.DP Agarwal(ex-CM) assuring students that copies are evaluated in the most fair manner, regardless of that there is always a possibility of human error..

I meant for paper 1, which was quite static and mostly on expected lines.. Compared to any GS paper where we have to think and invent an answer and do it for most of the answers..

Lawyers and their lobby have mostly been like this in Delhi(and many other places esp UP). They did not let Kiran Bedi stay in Delhi for long(she lathicharged lawyers creating ruckus outside her office). I also read an incident last year when a lady IAS officer was manhandled by lawyers in a Delhi court(she took a firm stand against a few lawyers when posted in Delhi).

Exception being Vision essay TS, joined for 3 essays, the f/b provided was detailed and quite good, almost 1 page for each essay, but the tests were way too costly..

Correct. Another issue is the hounding of officers for policy issues(ex-Addl Secy level officer in FinMin recently). And it does have a political angle to it. Fall in line and you would be rewarded, else be ready to face the consequences.

A lot many honest officers do work and are hounded, like the examples that you have given. All I take solace is in the fact that people who want to work true to their duties are still in large numbers and are working tirelessly. Regarding what is to be the future prospects, changes would be far and few. Similar surroundings beckon all of us. Definitely resolve will be tested whether you give in or keep ploughing. It is also a matter of priorities, when you want to honestly work, I don't think you could be stopped.
You could be honest, hardworking and efficient but you would have to turn a blind eye to many wrongs. I guess it all depends on an individual. The officers who get transferred a lot, atleast they are happy of having a clear conscience. Else be in a powerful position by towing down to a few demands.

The recent firing of officers from IRS and all due to non performance does indicate they do not have confidence in their own soft nudging power anymore. Stubborn bureaucrats? Passive governance? I really don't understand this completely.
Well in some cases I dont think nudging would be of any help(like an accused of extortion). But do we not run the risk of turning bureaucracy elitist? Cannot undermine a decade spent in villages/towns.

Nope, i dont think it' like this, 50.5% seats(w/o ews) are UR/Open category, i.e., anyone can compete on them regardless of the caste, the rest of the seats are reserved(wrt merit list as only mains+inter scores are counted not pre, that would apply to Tina Dabi also i think)

I know getting a good result is not guaranteed but preparing for CivilS is a life changing experience for anyone, from both thinking as well as learning perspective. There's a lot we've learnt in this journey which will give us a boost in life ahead.

Ye naukri karna and the pressure to be successful sb post-industrial age k chochle hain humse kaam nikalwane k, success ko khali material achievements se compare krna.. Aur aggar apki madam ko koi aur acha lg gya h toh usme apki koi galti nhi h, maybe u deserve better.. - ESE(Mech) for OBC cut off was higher than Gen last year.
- EWS can't go to the level of SC/ST as the candidates falling under it are erstwhile Gen candidates only & many will score good(myself getting 105-110 in pre).
- Exams were EWS cut off went too low are regional exams were many states did not issue the certificates(ex- an exam in Telangana)
- In All India level exams, EWS cut off is between Gen & OBC, almost equal to Gen(check SBI PO final results).
PS- secretly hoping EWS cut off to go low
PPS- personally against this reservn, but since the govt, in it's wisdom, has come up with it, so will take benefit of it( also secretly hoping for SC to strike it down as wont be eligible next year)

PYQs are really important man.Ocean currents, TKDL and a few other questions were asked in PYQs.
50-60 marks ka toh har saal aata hai GS mein PYQs se.
Same is with optional.
Correct, I even did it before exams, sad part, did it for GS2
On a serious note, PYQs esp for static part is much better than tests, realised when I thoroughly went through them after exams(including gs2)

This move in itself seems justified. A lot of us become complacent after clearing a single exam and what we see on the field is that young officers have little knowledge of the job and have to rely on the advice of their, often unscrupulous, subordinates.
Adding FC marks may open the process to individual biases. Reminds me of college, where some students did well in vivas mainly because of the way they presented themselves & not the real knowledge. You may know better, shed some light on it.

@ManchesterUnitedagreed. And that's the problem. Should your compassion see religion? If historical wrong is the case, then why is Afg in the list? If not, then Rohingyas(living currently in India) too are a persecuted minority in Myanmar.
Imagine the situation when a nationwide NRC is conducted, you identify the illegal migrants, now you make a list and let off those of a particular religion and deport others(not vote bank politics?).
And if lakhs of people(persecuted minorities) came after partition, I think they would have got the citizenship under the 11 year naturalization period. Why the urge to change this now?

Btw, remember the recent lawyers vs police tussle in Delhi? Similar thing happened in the 80s. A lawyer was handcuffed by police in court premises, lawyers created havoc & tried to vandalise the DCP office, DCP(Kiran Bedi) ordered a lathicharge, lawyers lobby made sure she did not get a good Delhi posting again

One reason could be the royal patronage. Read once that the Bhakti saints in the South got royal patronage which was absent in North. This period was also of the rise of Rajputs and important positions held by Brahmanas. Only after the Turkish invasion & coming of Islam(& sufis), the movement became prominent.
@ManchesterUnitedsuperficially, i think that itself is the 'idea of India', many cultures co-existing, no superimposition of one idea, even in hinterland states you can find different langs within a state(ex- Bihar).. Prominence of Hindi in subcontinent is also an example as the DS & Mughal empire thrived on Persian.. In short, pockets of many small India in one India

Read that Heath Ledger used to say that he cant stop thinking & chattering in his mind. Probably that's what leads to an OD. Also read about a mathematician, could not function w/o drugs, pretty unconventional, did not had a home, used to live in universities, hopping place to place.

@visionmancourt cases and judicial delays are one of the important reasons for policy paralysis, no wonder we are so far below in 'enforcing contracts'; well, in this case I don't find upsc at fault, they gave time till 1st Aug, those who could not produce certificates or justify their claim had to face it, commission cannot allow candidates when something is not 'on paper'(it's being objective in decision making), although they should be faulted for not declaring results after 09/12 judgement & playing it safe

The last day of the decade. Any necessary amendment you wish to make in your life?
Last year I made a resoln to get over my overly shy nature & talk to people, even strangers & random people. Did quite an improvement on that. This time I look for stability & moderation. Either I am too focussed studying or completely ignorant, too active doing things or completely passive. Want to bring that change.
@kochikaametry one thing, realise the moment when you are overthinking & ask(force) yourself to come back in 'the present'. If you have interest, read on Zen/Tao(one strong thing I read was that you and your thoughts are different, stories on not carrying things). Try something like skipping, writing, etc which keeps you focussed. These all helped me keeping out of the vicious cycle of OT.

@Aplharomeojust smile and talk(like they ask to do in front of the interview board), once you cross the initial hurdle & fear( of saying a "hello") then it's much easier

What if a corrupt arrangement benefits everyone?
I once went to a local elec. office. Now they had these forms for different types of work. Now there was a middleman who used to come at a designated time outside the office, took a nominal charge(Rs30,40) and filled the form for the people(most of whom were semi-literates or workers in some rich house). This was 2013 and e-gov was not the buzz. Yes, they could have made the forms easy, but they got ir from the 'top'. Now,
- The people:happy(by paying a small amount there forms would be filled correctly and work be done)
- Staff:happy(correct forms, extra earnings)
- Middleman:Happy
This was uptown Lucknow and there would be plenty of such offices in the district alone. Now, how would you solve this problem?

@ManchesterUnitedthe candidature of 8 candidates was cancelled as they did not have their ews certificates and did not clear the gen cutoff. Their case is that certificates were/are not being issued in their state(Telangana i think).
@ManchesterUnitedyes, but the case was against m/o personnel(as certi were not issued despite their OM), and upsc too became a party to it. I think the petitioners played smart, they did not have a case against UPSC(as upsc can't entertain candi w/o certificate), so they went after the Ministry which made the rules and issued the memoranda.
@suniljanbhai CMS & ESE always give strange cut offs.. Last year sc cut off was greater than Gen in cms, this year it's greater than obc
In ese, past 2-3 years, obc(mech) has been greater than gen

Baki exams k lie jyada hai nhi, state PSCs try kr skte(but some states k lie you would have to read state gk), CAPF AC hai, CDS
Higher studies krni hai(mba,humanities) toh TISS de skte hain, around 40% ques is GK and rest(quant, reasoning) is manageable

- That the district has good tourist footfall=>revenue is/could be generated, local charges/taxes levied
- Increase in road accidents, in which private tourist vehicle form a major share
- Enforcement issue in remote parts
Solutions:
- The private tourist vehicles could be asked to register and get their drivers trained at a nominal fee(a local driving school could be roped in)
- small barricades and adequate measures(like reflecting mirror)could be used
- The remote areas(with major accidents) could be monitored by a CCTV, if not possible, surprise checks i every alternate day could be taken up
- The private operators need to be taken into confidence as it is their business which would get affected by increased accidents

@Behemothcorrect. We still look up and see what the West would be thinking. Mahatma Gandhi, in a way, have been our most prominent Ambassador carrying message of peace and non-violence. It sells, when you show violence taking place in the land of Buddha & Mahatma.
- The petitioners know that they haven't cleared the Gen cut off, but do not know if they have cleared the ews cut off
- UPSC knows their marks and whether they cleared ews cut off, but can't reveal as it could compromise the process
- CAT is facing a unique case, w/o any precedence
- We, the aspirants, are not sure whether to prepare for interview, improve answer writing or start revising for pre

Don't know whst case of D.Khobragade was talked about, but there was also a case by her batchmate. He accused the FSB of alloting her a CFL which he wanted and did not get despite being higher in merit. Recently, Amb to Austria was called back(many say on charge of fin irregularities), an IFS(B) officer in Lisbon commited suicide alleging discrimination and that he was regularly sidelined.
Yes, the foreign service is relatively clean and possess some of the best talent, but not like there is nothing wrong that has ever happened in there.

@KabirThey made a very academic judgement: Since the last date for submission of DAF-1 was 16.08.19, so there was no objective in keeping last date for certi submission as 01.08.19. After reading the judgement, it looks like CAT was unwilling to interfere in the process, just that they did not find keeping 01.08 as a valid date.

@deceptrixYes, the CAT judgement itself contains numerous references to previous verdicts of HC and SC. Anyway, UPSC has been releasing results with a * mark on some candidates(subject to outcome of court case). It's upto them how they would want to procede.
