Mains 2019 Preparation and Discussion Thread

@Jayson_Bournewhat is s. Swami case? I wrote shankari Prasad, golaknath, keshavanand and Minerva Mills and so on and so forth.

3.4k views

@DKTA general observation on this thread that people are worried about filling three pages for attorney general answer. But I was under the impression that length of the answer is secondary. I don't think even vn Shukla (book which law optional students refer for consti) has cases discussing attorney general. I think if one mentions Article 76, Article 88 along with the appointment, qualification, pleasure of president, not holding brief against the government and not taking up cases without permission of government, it suffices for that particular answers.. Just saying.?

3.2k views

@DKTit wasn't meant to be a jibe at you. I myself attempted 15 markers initially. But at the risk of sounding repetitive, I think writing the cliche stuff with relevant provisions will fetch marks in that question. In that sense, it was a question where one could save time as there is only so much you could write. Marginal increment in marks by spending more time in that question was not much.

3.2k views

@Caesarharmonious construction is interpreting the subjects in all three lists in a manner such that they don't contradict with each other. There is a famous case by the name of Gujarat University case which also talked about this doctrine.

Federal supremacy, as far as I know, would be something akin to doctrine of repugnancy in Indian context. It means that if state and union laws are in conflict with each other wrt matters enumerated in concurrent list, union law will be given primacy.

3.2k views

@CaesarHi there! Yaar I wish I would have written these things there. However, despite knowing the two concepts, I could only write harmonious construction properly. I was unable to correctly define federal supremacy. I wrote what others have written ie how federal distribution of legislative powers should be respected etc. This was despite my initial gut feeling that it is something to do with union powers trumping state list. So, I guess I missed out there despite being a law student. But, the exam is about making lesser mistakes than others, I suppose.

3.2k views

@Champakwhile I agree with you to an extent, I don't think examiner will penalise you if you quote a section/case that directly hits the question. For instance, basic structure question necessarily warranted keshavanand bharti case. But putting shankari Prasad, golaknath and Minerva Mills case is upto your subjective satisfaction. If you are able to address the question then citing these cases would definitely add some value to your answer rather than irking the examiner. But I do get your that sometimes people (would count myself there too) miss the woods for the trees when it comes to gs2.

3.2k views

@Dipmy first thoughts after reading that question also took me in that direction. I recalled the term development industry and process in the syllabus.

3.1k views

@Minimumwagehmmm... international affairs was also a bit dicey for my liking. Except the Japan question, the others were not that straightforward. Indo US theme has been in news but the question turned everything we read upside down. Plus, the "disappearing" bit in that 19th question, made me take a more nuanced stance. And yeah, the UNESCO question I scribbled one page of gibberish. I attempted it last and will surely score zeroin that. Toh yaar, IR bhi itna straightforward nahi tha.?

@nikhilit20112751 I think I am in minority here but I felt paper 3 was more challenging than paper 2. Especially the 10 markers in paper 3 were extremely pin pointed.

@nikhilit20112751 we got 7-8 minutes extra in paper 3 due to power outage at our centre. Otherwise, mere toh 1-2 question pakka chhoot jaate.

A general query open to everyone. Does upsc normalise/scale marks based on relative difficulty of optional papers? Haven't been able to figure this out despite appearing for mains multiple times. Kripya prakash daalein.

3.1k views

Woh individual parliamentarian waala question (15 marker), it had anti defection law at its heart, right? Or have I committed a blunder.?

@ranyo_asokaoh! Thanks for taking up my query. I didn't really explore many dimensions in that question. Most of my answer was a regurgitation and paraphrase of an article by MR Madhavan of PRS and one by Manish Tewari.?

@K_9completely agree with the 'no need for way forward where it isn't asked' approach. I don't know why such ideas are peddled in the aspirants' consciousness.

@nikhilit20112751 last year they marked essay pretty strictly. my marks dipped by 31 marks from 2017. Many rankers had in the range of 110-120, if I remember correctly.

@Lonewolfyaar itna toh idea nahi hai. I think they penalised formulaic approach. I used the vision approach of anecdote, structure, etc which fetched me marks in vision tests. But it floundered and my marks plummeted from 139 to 108.?

@TeddyWestsidelast year I started the customary morality essay with navtej johar's story. I thought I tackled the topic well with thrust on constitutional morality v. customary morality along with other stuff. Didn't get any marks though.

3.1k views

@ranyo_asokayaar constitutional morality itna bhi technical term nahi hai. But I do see your larger point. I thought my formulaic approach was my undoing. But all this is post facto rationalisation. The much talked about and accurate "feel" right after the essay examination was that of satisfaction and expectation of good marks. But it turned out to be completely inaccurate on this occasion.

3.1k views

@Champakvikas divyakirti was an ias before he opened drishti ias. Plus, everyone knows about Roman saini. But if one leaves civil services for coaching sector, I don't think he/she would be satisfied with a normal teaching portfolio (unless of course teaching is their passion). One can leverage the rank and go big by starting own venture. My two cents.

But it would be interesting to know how can one leverage the civil services experience of 4-5 years in other sectors.

3.1k views

@Raja123vision paper 3 analysis per se was okayish. But they make a mockery of people who took the exam by labelling all questions as easy. While we too resort to armchair analysis in general, such labelling coming from teachers who are mostly ex aspirants is slightly rich.

2.9k views

@millachinI was also surprised to see some of the answer copies. One of the copies was so elaborate it seemed he/she had written each answer in 20 minutes. But that's just what I thought when I compared it with my answers. Sour grapes maybe.?

@ShubzAgree completely. Just because some of us were marked down and we had started with anecdotes/stories does not mean that was the sole reason for low marks.

2.9k views

@ShubzSame here. I attempt 15 markers pehle. How much time do you usually give it? I aimed at finishing them in 1 hour 50 minutes but it overshot almost every time by few minutes.

@ShubzSticking to 1 hour 50 minutes is optimum if one can do it. Marks wise too the allocation to 15 markers comes around 1 hour 48 minutes.

@sat_009Was crunched for time the most in gs2. Happy to see that others too faced the same problem.?

@ranyo_asokaWaah, aise jhandu balm log bhi hain. Yahi top karte honge eventually.?

@ranyo_asokaSuch unscrupulous bastards. The flak they get on forum is so justified.

2.9k views

@dr-ahmednaaz8567Hmmm...paper 3 was also rationalised last year. I remember in 2017 highest marks in paper 3 went upto 159 (if I remember correctly) secured by ravi anand.

@dancingminionfrom personal experience, I would say that prelims can be done alongside job. Maybe take leave 10 days before pre. Mains is the stage where the kind of job you're in would make a difference. It will require at least a month off from your job (I know there are super talented people who have cleared despite taking such leave, but let's keep exceptions aside). Assuming you have decent command over your optional, preparing with job isn't an insurmountable task.

3.4k views

@ranyo_asokaLily Thomas wagarah bhi aayega Kya?

2.9k views

@sat_009I wrote it too but wasn't too sure. Apart from Section 8 provisions, other provisions seem pretty specific. Kudos to those who remembered them. They'd be amply rewarded.

2.9k views

Janta (including me) ne kaafi hawaabaazi ki hai iss question mein, aisa prateet ho raha hai. And won't blame them, it is difficult to remember such pointed stuff.

@ranyo_asokaAny idea which section?

@sat_009I think section 9 is disqualification for committing corruption or disloyalty while holding an office of profit not holding office of profit per se. That's what I understood.

3.1k views

@Yes_I_am_inI suppose representations would be made to eci only. They "decide" and then recommend.

3.1k views

@ranyo_asokaThat is for government contracts. Not office of profit.

3.1k views

@ranyo_asokaDisqualification for dismissal for corruption or disloyalty. —(1) A person who having held an office under the
Government of India or under the Government of any State has been dismissed for corruption or for disloyalty to the State
shall be disqualified for a period of five years from the date of such dismissal.
(2) For the purposes of sub-section (1), a certificate issued by the Election Commission to the effect that a person having
held office under the Government of India or under the Government of a State, has or has not been dismissed for corruption
or for disloyalty to the State shall be conclusive proof of the fact:
Provided that no certificate to the effect that a person has been dismissed for corruption or for disloyalty to the State
shall be issued unless an opportunity of being heard has been given to the said person.
9A. Disqualification for Government contracts, etc. —A person shall be disqualified if, and for so long as, there
subsists a contract entered into by him in the course of his trade or business with the appropriate Government for the
supply of goods to, or for the execution of any works undertaken by, that Government.
Explanation.—For the purposes of this section, where a contract has been fully performed by the person by whom it has
been entered into with the appropriate Government, the contract shall be deemed not to subsist by reason only of the fact
that the Government has not performed its part of the contract either wholly or in part

This is what the RoPA, 1951 says.

2.9k views

@ranyo_asokano no, I agree. But was just getting the facts right. I already said apart from Section 8, whoever wrote other sections accurately would be rewarded. Normal aspirants like me didn't know about it.?

@kuttathere is one fundamental difference here. You areassuminghe is a fraud. There is no reason to do so. Just because his answers are good doesn't mean they have been researched upon after exam. Kabhi kabhi aap khud kuein ke mendhak hote ho and it comes as a rude shock when janta out there is better than you. Either you can accept it and work on your own game or cry foul. Either ways, it is your choice.?

PS: it could very well be the case that he posted those answers which he wrote the best. Plus, a lot of us don't remember what we wrote. So, maybe because of that factor we have a tendency to underestimate our own answers.

Do examiners read the labelling of maps? Worried about the Myanmar border question as I have explained the entire first part via map, arrows and its labelling. Koi santvaana dene Wala hai??

2.8k views

@abhishek_pOh! I was under the impression that in recent years it has been paying rich dividends. But all this is toppers talk bakar. Personally, I used maps in paper 3 last year, I ended up scoring 90 marks (average from last year pov(?)) but just this irrational anxiety wrt this particular question.

2.8k views

@sat_009Yaar thoda neatness ka hi panga hai. Though I made the contours well and the labelling was relevant (as per vision discussion), it wasn't as neat as I wanted it to look.

2.8k views

@sat_009going by trends in other exams, ews cut off is lower than even st category. I think it is because of lesser number of candidates applying/qualifying for ews quota. So, prima facie, it may have impact this time around.

2.8k views

@missionmangalJeevan vyarth hai.?

2.8k views

@Caesaroh! It will not be as disheartening then.

2.8k views

@Rand_Al_Thorfilling pages is overrated, imo. Janta apna font size bada kar ke pages bharti hai. Examiner itna toh pakad hi leta hai. Ab log McBride mein UNESCO ke baare likh ke ye expect Kar rahe the ki 1-2 number mil jaenge then I think it is being over optimistic.

2.7k views

@ManchesterUnitedwhat if question is something like attorney general? Content available with most candidates would have been sufficient to fill two pages (best case scenario). Leaving a page blank in this question allows one to save time and devote it to other questions where content is more. Marginal increment of marks in such questions is close to nil after a point.

Any case, it's my personal opinion. I haven't cleared this exam yet. So feel free to ignore this piece of my mind.

2.7k views

@sat_009this happens more during prelims discussion. People mark options in exam based on gut feel/tukka/improper reading of question. But on forum they defend it as if those articles/analysis/factoids actually informed their choice in exam. Hum sab iss cheez ke guilty hain (some more in degree than others, ofcourse).

2.7k views

@Murugan2017 was a year wherein, in vikas divyakirti's words, aap GS mein number loot sakte the. GS 2 and GS 3 were straight out of 'hot topics'. Checking bhi achchi hui thi. Though, GS 4 mein 2017 mein kam hue the number.

On an unrelated note, the gentleman I referred to above said that two optional system and optional prelims allowed 'rattafying' candidates to get through with ease. Things got out of hand to such an extent that mussoorie se phone aane lage dopt ke paas ki bhai kaise candidate bhej rahe ho. And hence started the reforms in examination process which reached its zenith in 2013. Is it true?

2.7k views

@sat_009agreed but gs ke bal pe nikaalna 2018 mein next to impossible tha. Essay aur optional crucial the 2018 mein. But in 2017 (essay mein bhi number lutaaye the in 2017), I remember people with 240-250 in optional with interview calls and ranks. Itna hi difference tha, I think. Baaki jisne sab mein achcha kiya hai woh toh king hai hi.

2.7k views

@John_TitorShameful. They are attacking litigants, media and random pedestrians. Is it just more social media coverage or has lumpenism in all walks of life burgeoned over the course of last few years.

2.8k views

@sat_009Tbh, old forum had more active users. So bakar and relevant content, both, were in abundance. The level that people stooped to pehle was much lower and much more shameful. I remember people used to call a certain section "frock gang". Certain users had a propensity to post ashleel chitr and instances of ad hominem attacks were much more. Atleast new forum hasn't fallen to that level yet.

3.2k views

@rootBut isn't that because you guys made a conscious effort to migrate users from there to here. I remember, as recently as april 2019 (when results were declared), there was more buzz on discuss forum than here. Even that thread had relevant content. I remember one user named sirvivtheswagger posted his marks (he had scored around 840's in Mains and had gotten 116 in his sixth and final attempt). Point being, if not for discuss forum, I wouldn't have learnt of such candidates.

Agreed, it has decayed over the past six months, but that is because there is a conscious decision on your part to promote quest. And not that there is anything wrong with that (Seinfeld fans hifive :p). OTP and other stuff here ensures notty raja type elements are kept at bay.

@sat_009Sat Bhai apne GS ke marks batao yaar last year ke. Paper wise breakup. Thoda idea lagega where we stand.

@sat_009Paper 1 was extremely vague (for my liking) last year. It had almost zero core history. Culture ke naam pe chaitanya ke baare mein pooch liya and one extremely generic 10 marker. Slightly unreal to mains, but what are your thoughts guys on the showcause notice served to Kannan Gopinathan? Doesn't it seem all too convenient that someone who raised dissent is now being hounded. This has been a pattern with this leadership at the helm. Nothing happened to Mr Asthana and almost the entire investigating team was either removed or suspended. Ashok Lavasa is also a case in point. The IRS lady officer also came out with startling revelation of top officials genuflecting to political leadership. My question then is, what do you guys feel about your prospects when you read such news pieces. @duster2019speaking purely from the legal and constitutional angle, I think it would be difficult for the act to stand judicial scrutiny. While intelligible differentia is for all to see and the state would demonstrate rational nexus with object sought to be achieved by couching it in humanitarian paradigm, I think the major challenge is to withstand the "effects test". From RC Cooper to Benett Coleman to Maneka Gandhi, SC has time and again emphasised that it is not the object of the legislation but the effects that it will have on FRs that will determine constitutionality of a legislation.

What goes in favour of the state is the presumption of constitutionality. While certain classifications are inherently suspect (eg. race based in the US and one can argue that grounds exist for caste, religion to be considered inherently suspect in india), Indian (last I knew) legal system doesn't allow a strict scrutiny test.
