My take on the question

ever since it's evolution, disciplinary studies in public administration has responded to the needs of practical administrators. Changing requirements of practical administrative system Brought changes in the approach of theorists.

For example

1930s-prwctical administrators focused more on efficiency and structure, .. Thus discipline responded to it though classical theories.

NPA arouse as a result of ineffectiveness of classical theories in dealing with post world. War 2 issues in USA..
PCT and NPM approach emerged to cater to the administrative systems requirement of more privatisation and market forces in the economy

Similarly networked governance of the current era which emphasises on blurring of lines between government, market and civil society defines the scope of disciplinary studies today, which has to take into consideration role of people, civil society and market as a whole

Thus with increasing complexity of governance, the definition as well as work of administrative system is expanding. Twhich means that the boundary of the discipline is also expanding.

However to say that the discipline is boundaryless will not be appropriate. The disciplines core focus, that is policy making, policy execution by career bureaucrats is still relevant..
The core is not boundaryless but the periphery is indeed expanding.

Rationality and efficiency is intertwined

Weber analysis of bureaucracy..

You have to link rationality with efficiency and vice versa in my opinion..

You just describes the legal rational model of weber without linthe linkages..

How rationality leads to efficiency and how efficiency leads to rationality is the crux of the answer I think..

@Bhagat-singhyou can.. But your approach in. The answer is better.. That rationality in. Form. Of excessive focus on rule orientation can lead to goal displacement. Thus weber conceptualisation of rationality intertwined with efficiency isn't totally correct because his conceptualisation of rationality didn't include human and social. Factors, Environmental considerations, contingent factors. Further, efficiency concept was also expanded later to strive for effectiveness as well(NPA)

4)try to avoid referring to Simon.. Rather use Simonsbath administrative behaviour.. Question uske book pe tha... Na ko simon pe... So ad behaviour use karna better hai

1887-birth of pub ad as a discipline was due to issues of spoils system in action part..scope was narrow at that time because pub ad action was limited..

Similarly give examples...

Then write that since pub ad as ana cticivty is ever expanding, its scope is also ever expanding, whmith some scholars opining that its boundryless...

Give some characteristic of boundryelssness-networked etc..
Then write, though seems boudaryless, pub ad as discipline has a staple core..(study of the action part)
