bro the only question from my side regarding casual workers is, why are NCERTs talking about informalisation of workforce ? It’s because all the workers are not having social security coverage. I inferred from those topics that ALL workers ( obviously casual workers are more vulnerable ) are not covered under epf. 


I request you to correct me if I’m wrong.

Anybody working in Cu smelting plant know that CO is produced at the site as a part of smelting process and release of CO or long exposure to it is lethal for workers.

in that epfo source that you shared, it’s apparent that the notification is applicable to establishments with 20 or more workers only. So it’s clear that it’s not applicable to ALL casual workers. Hence, can we conclude that statement 1 is wrong ? Kindly clarify sir

From all the discussion, I for my own sanity have decided that these will probably be the answers:


1. Chenab 

2. British c 

3. R2C as 2,3

4. Smelting still confused bw 2,3 and 1,2,3 

5. Magnetite is probably d but don’t know how telephone wires can emit

anyway If so is the case with all of these, I am out of the race. So I’m leaving this thread to prepare for state mains possibly to be in january. ATB

@SA Yes but this is voluntary and at the discretion of the Employer... If employer doesn't want to enroll then employee can't, thus employee is not entitled to it as it comes under discretion of EMPLOYER..... Also domestic maid / kaam wali bai in our individual houses are casual worker but are they entitled to epf.... For all these workers they can register of voluntary provident fund but not employee provident fund

While marking the definition of the State as B, I had just two things in my mind

a) state is something that runs the country ( so it has to include Government, legislature, laws)

b) Article 12 of the Indian Constitution.

Though statement A is also correct, I truly feel statement B is more encompassing.

@BhallaRobert yeah, upsc generally gives such statements correct, coz saying its "may not" release is an absolute statement and likely wrong, and while saying it "may" release keeps options open, and is likely correct.

My only confusion is wrt right to city question, almost all coaching, forum to vision gave it 1 and 2 only with reference to some sources, but an article posted here could say otherwise. Any strong idea about the right answer?

All casual workers are entitled for Employees Provident Fund coverage.

What about coal mine casual workers.?They have separate coal mines provident fund organisation independent of employees provident fund organisation. 

Hence there are 'n' reasons why all casual workers aren't covered under EPFO.
