Yes only India is the country where this provision is there and the word ‘ Necessarily’ is not there.. then it would have ben wrong..

@assistant I agree that prelim and interview is very subjective and sort of unpredictable.
But mains can be prepared well. As far as I have experienced, marks in mains are proportional to how one manages time and syllabus in a systematic manner. The one's who have managed to do that have cleared mains: 8/10 candidates if not everyone.
So we can't say that the process is totally random. There's element of luck and fortune in every field. The only difference here is that element is prevalent at the first stage itself. So many serious candidates don't make it.
As far as this prelim goes, i was preparing with 3 very good friends of mine. One already selected, rest 2 have appeared for 2 CSE interviews. They all are very deserving candidates. The selected fellow is in lower 80s same guy scored 114 in 2018. Rest scoring in 85-96 range. I am myself in 92-97 range..
Now how should anyone justify this..
