[Some people are unable to access their accounts] Have they been taken down from upsconline.nic.

I do not think that people can access their forms , once submitted. Can they?

Not able to access. But have already a copy in pdf format. I think registration ID is enough for downloading the admit card (when it's issued). Check your email, upsc must have sent the confirmation mail, along with Registration ID.
But it is advised to save a copy in soft copy on cloud/drive, at multiple locations. You can also save in Telegram's 'saved messages'.
