Because of the corona virus issue? If it does not happen then worst affected will be people whose interview is stuck, around 600-700 such people I think are yet to appear for their interview.

I have also marked option c ( 3 only)... passage has talked about eduaction, not higher education.... dont why coaching keys r not able to comprehend this...passage no where is talking about higer eduaction....whats ur take ?

I have also marked D and most of the coachings are giving it as D. Honestly, the more you check different answer keys, the more variations you will find in passages.

Whatever they smoke --- they have given a sleepless night yesterday inspite of scoring way above average in gs1
I took it as *legal bearing* in interpretation of constitutional provisions and marked its as C.(I did it)
But, If some body read. .. Legal effect = Justifiability ... Then A is answer..

@gauravbrly409 I am not saying that my answer is correct but I can give you reason for why I feel D is more suited than A. C is not possible because SC has categorically said that Preamble is not justifiable. So no law can by struck down because it violates any of the provision of the Preamble 'only'. It is due to this 'only' that I feel D is better than A because D says that although it does not have an independent legal effect, it can be used to interpret other provisions of the constitution. You can watch Nextias faculty's polity discussion of Pre 2020. He has explained this decently.
Legal effect, ka kya matlab nikale, it could be about taking inference (judicial) from it. Since supreme court declared it as part of the constitution. It is as good any other part of constitution.
Supreme Court can declare any law void if it violates that part of basic structure of preamble. So it has legal affect. But question is what is meaning of legal effect.

I agree. It may be interpreted as such if it was just a general statement. Lower tax rates do not always mean investment in education. However, the question was asked in the specific context of the passage where author clearly has highlighted that it makes eminent sense to invest in education due to lower tax rates as people can retain higher income from each incremental level of education. So there is assumption here that Lower tax rates will invariably translate into greater investment in education since people get benefits from it.
