Correct Answer : C
The Commonwealth of Nations (formerly the British Commonwealth), also known as the Commonwealth. The Commonwealth is an intergovernmental organisation of 53 member states,mostly were ruled by the British Empire. Modern commonwealth was established on 28 April 1949.

Eight governmentscame together on 28 April 1949 to form the modern Commonwealth. These countries were; United Kingdom, Australia,India, South Africa, Canada, Sri Lanka, New Zealand andPakistan.

The last two countries to join the Commonwealth are- Rwanda and Mozambique- have no historical ties to the British Empire but these two countries are members of the Commonwealth.On the other hand USA has been ruled by the British but it is not the member of the commonwealth.
Hence it does not include all the members ruled by Britain bcz USA is not part of it.
