@Rambo93 Confusing stuff hai....Wetland rules 2017 (source forumias env red book) say they are not included, but Ramsar definition says they are. If we are absolutely sure of Rules of 2017, we should follow it. Just confirming....so Rules it is?

@jassikamboj16303 Actually wetland rules 2010 were on the lines of Ramsar guidelines, but 2017 mein it was diluted. I believe we should stick to rules only unless specifically asked pertaining to Ramsar

(I)

The provisions of Wetlands Rules apply to:

  1. a)  Wetlands designated by the Government of India to the List of Wetlands of International Importance under the provisions of the Convention on Wetlands (Ramsar Convention). [Ref. Rule 3 (a) of Wetlands Rule]

  2. b)  Wetlands notified under the rules by the Central Government, State Government and UT Administration. [Ref. Rule 3 (b) of Wetlands Rule]

(II)

  1. All wetlands, irrespective of their location, size, ownership, biodiversity, or ecosystem services values, can be notified under the Wetlands Rules,except:

    1. a)  River channels;

    2. b)  Paddy fields;

    3. c)  Human-made waterbodies specifically constructed for drinking water purposes;

    4. d)  Human-made waterbodies specifically constructed for aquaculture purposes;

    5. e)  Human-made waterbodies specifically constructed for salt production purposes;

    6. f)  Human-made waterbodies specifically constructed for recreation purposes;

    7. g)  Human-made waterbodies specifically constructed for irrigation purposes;

    8. h)  Wetlands falling within areas covered under the Indian Forest Act, 1927; Forest

      (Conservation) Act, 1980; State Forest Acts and amendments thereof;

    9. i)  Wetlands falling within areas covered under the Wildlife (Protection) Act, 1972 and

      amendments thereof;

    10. j)  Wetlands falling within areas covered under the Coastal Regulation Zone Notification, 2011

      and amendments thereof.

    (III)


    1. For wetlands falling within the criteria 3 (b) (supra), the exclusions mentioned at para 4 a) – 4j) shall applyonlyin cases wherein the entire wetland falls under the said category. In cases wherein areas falling within para 4 a) – 4 j) form a part of larger wetland or wetlands complex, and exclusion may result in impeded ecological contiguity and connectivity, such areas may beincludedwithin the boundary of wetland being notified. Regulations within the boundaries of areas mentioned at para 4 h) – 4 j) will, however, be as per the corresponding regulatory frameworks (Refer Illustration 1 and 2).

@sjerngal surely you realise it’s not as simple as that? While I don’t discredit her and her sister’s achievements but this low cut off allows them to allocate more time towards mains, skip some topics entirely because the static portion is enough for them to clear the cut offs. 
Then the question of why are they even getting this reservation in the first place. Both have been students of a top college, both their parents were in the ‘creamiest’ of jobs. Surely there must be several needy people out there who could actually benefit from this ‘affirmative’ system? But as soon as someone attempts a critique of the system, there are people ready to defend and ask others to move on. 
I genuinely find it hard to not feel disdain for a system that is so lopsided that it’s creating a ‘brahmanical’ order within the ‘downtrodden’ categories. 
But yeah no one talk about this. Meenas taking all the ST seats, supremely well offs taking several SC seats, thanks to EWS even the historically ruling castes can get totally legit certificates made and avail ‘deserved’ benefits. 
I don’t discredit any individual’s performance but I certainly feel a lot of contempt for a system which is completely antithetical to the idea it was floated upon.

Are rice fields/pans included as wetlands?

They can be included as wetlands but can't be notified under wetland mgmt. rules 2017. Inclusion under these rules provides some degree of protection and this is not feasible for paddy fields as they are used for growing paddy. That's the rationale I think. Similarly, wetlands already covered under WPA 1972, CRZ 2011 are not included as they are accorded greater protection.

Paddy fields are wetlands but not accorded protection under wetland rules.

@sjerngal I don’t think the reservation debate is nonsensical. In fact it is high time we reform reservation system and bring creamy layer in SC and ST as well. It is unfair to people who deserve reservation. And rich entitled people getting reservation is unfair and unjust. I don’t think I can just move on. And the sheer amount of time a general candidate wastes on mindless CA and mocks for prelims at this stage of exam process can give a huge advantage to people who have to score less than 80.

@sjerngal haha ... we are losing our ass off in preparation on prelims for past 1-2 month but people like dabi can give these crucial months to mains preparation. Why people like you dont understand these things... did anyone pointed out Kanishak as SC... no bcoz he was simply brilliant in all aspect and he didnt rely on any reservation. On the other hand Dabi sisters are not at all deserving... they relied on reservations... its simple .. they had all the luxuries in their life.. so if you say dabi sisters are brilliant... then its laughable.
