@Shubz Hmm.. They ignore this representation I guess. When we started preparation in 2016 there was no drama of representation by upsc. They just come up with results even without releasing question paper. Since 2018 they are having some representation for name sake due Court order

I think they need another court order to release answer key of previous year prelims exam before taking current year prelims exam 😅😅everyone is getting like atleast 10-15 marks less than coaching key marks, probably some real twists exist in upsc answer keys 😅😅

That's what I hope lol but it flies in the face of qstn paper being wrong.only solace is last year too everyone claimed they were unable to get in even after scoring above 105 when cutoff is just 92.so I m inclined to think cutoff won't go above 85 but in terms of upsc keys.

my personal experience suggests the same bro. last year paper was a cake walk, it never bothered me but this year I felt real discomfort. in first cycle i could mark only 36 questions and this was where panic gripped me. I strongly feel cutoff ought to decline and in worst case remain same but in no case I feel it to rise. And also when difficult factual questions find their way to the paper in abundance, one's efficiency and confidence naturally declines and this affects his or her performance even in medium and easy questions.

I have many reasons to prove why its right without even going into depths of it and just by seeing the statement that UPSC has given as a long one being very specific in what it asked. Then in such options youhave to be clear. Rest, as far as knowledge is concerned, 2nd statement is wrong is also addressed by me. BTW i marked C. taking it wrong. Just read the statement. So many exact words used: "constitution bench", "parliament act". and look at daily examples. do we have a consitution bench for every 2nd act which SC tests?


this question was asked in comparison to UK system and if we look at it relatively option b also makes sense as we have such a mechanism but UK does not. So i feel it should be c shubhra ranjan mam also says c

yeah, let’s assume that someone by chance knows about Elections in 1989 and 1991. He would obviously eliminate statement 2 first. But are you sure that it’s wrong ? 


in 1989 lok sabha shree devi lal ji won from two seats rohtak (hr) and sikar (rj)  and in 1991 won from rohtak. No records of "CONTESTING" from how many seats is presented by anyone here. So in that case perhaps he might have contested from 3 seats but lost from two in 1991 LS election. If anyone has any official data to prove otherwise kindly enlighten us

Hello guys .. alot of bloodshed has been happening so please dont beat me or cuss at me when I say this ..

so I spoke to one of my professors at DU (Political science department) about that polity question - safeguards of liberty in a liberal democracy and she definitely says the answer is Elected Government. She said though separation  of powers and rule of law are other ingredients but all of them wont be possible if a state does not have anelectedgovernmentat first (also the question specifically says liberal democracy) .. only then those things can be assured.  She also told me that with respect to such questions - read some philosophers (even if not from an optional background) like Aristotle, JS mill , Berlin etc  in free time and that may in general invoke some interest. Also despite my background in this subject , I haven’t taken PSIR optional so don’t think that I am in anyway advertising any optional .. just putting an end to this debate of “one of many interpretation “based questions.

I too marked Elected government option but ye wala galat hai. Mera 2 polity ke mistakes bahut bhaari padne wale hain. Doosra Article 32 mark kiya maine.

Yaar unhone bola toh correct Elected govt hai .. I asked an expert to finally put an end to this debate ki kya hoga ..

even I marked that article wala question as 32. Some stupid mistakes of polity and economy(like that last resort question)is also going to cost me alot ..

@Shambhavi_singh  ok so what i feel is elected govt. is also essential for liberal state according to lockean contractual tradition because social contract essentially involves consent of the willing. but merely saying elected govt  will safeguard liberty provides great room for subjectivity. it is a precondition for liberty but a safeguard is always a free judiciary. even if elected govt was chosen by people it can itself become the principal threat to liberty if its power is not restricted. so if we talk of most essential safeguard separation of powers is correct. alternatively, if liberty is a fundamental right under article 19 of a democratic liberal state of india, what do you think is best safeguard for your fundamental right, elected government or free  judiciary?(separation of powers)

People referring to IWT read this. 


1.Preamble to the IWT is not having any absolute terms. It mentions the possibility of challenging the terms of the treaty with respect to application of any provisions


2.Article 1(2) Defines what a tributary is and Article 1(3)(i) states categorically that the five rivers doesn't come under the scop of the term tributaries as given in Article 1(2) . Reading these two together can make the question itself absurd if we take this as a source. 


3.It is written that Chenab SHALL be deemed to include panjnad. This apart from the geographical aspects of the confluence of the two rivers read with the Political boundaries has nothing to do with the hydrology. Also, SHALL is equivalent to MAY when it comes to interpretation of a statute. 


4.Hydroelectric projects in Chenab tributaries are carried out by India and they are opposed by Pakistan. We are supposed to hold the ground which is favourable to India and Not Pakistan which enjoys the luxury of having the hydrological confluence of the rivers in her territory. 


5.The answer is Sutlej. Take A SS and wait till the answer key next year

I had requested before that this guy be banned. High time the forum moderators look over this issue. His antics have been getting more grotesque day after day. Such antics must be dealt with an iron hand for the purposes of the sanity of this forum, especially when a lot of us remain psychologically vulnerable in anticipation of the result currently.

Based on my experience this group is a great "entertainment apparatus" but beyond that it is useless. Infact its a great time waster and I must vanish once pre results are out . Btw I can tell there are multiple sadak chhaps on this group, one being overt and a few being covert (elite sadakchhaps). But still the majority of people here are decent, tolerant and supportive which is truly reassuring.

we are all concerned about  "panjnad " river . This magical and lesser known river is what matters becoz it takes water from 5 rivers andjoins indus. DIRECTLY. And panjnad is included in chenab according to indus water treaty. interestingly the three rivers jhelum, ravi and sutlej pour into chenab which also  satisfies as per first paragraph. now see this from ncert :- (see our river of interest is panjnad and she who claims to be panjnad is the winner)

The river flows southward and receives ‘Panjnad’ a little above Mithankot. The Panjnad is the name given to the five rivers of Punjab, namely the Satluj, the Beas, the Ravi, the Chenab and the Jhelum.  (Chapter-3 (Version 4) 07-01-06 (ncert.nic.in)

Pls see first part of question.

Three out of four given Rivers meet with 4th one..only Chenab fits in that criteria.

Sutlej may or may not drain directly, individually but Sutlej not taking waters from Jhelum and Ravi directly for sure. 

I guess this was the trap.


Although, I want Satluj to be correct for mine +2 but I'm hopeless.

Where it was written in the question that all 3  other tributaries should directly drain into the 4th one. The combined water of all three tributaries drain into Sutlej and it can be found in the book also. Also Sutlej by length is the longest tributary of Indus and this is a Fact.

Even if Upsc gives the answer Chenab or even Jhelum, we can't do anything. 

 "pour"  is there in the q and Sutlej is not the longest tributary, it's chenab see ncert class 11. it clearly says that
