@ShivamS there can be many reasons.

1. Person himself not prepared well; one of my friend in ips left the paper because due to some reasons not able to prepare well for mains and his only choice left was IAS.

2. Faltu bakar likh k Aaya...dimaag kharab ho Gaya hoga examiner Ka kaat diye saare number.

3. One of my friend who can for preparation in 2016 ; joined pt365 classes at vision for having over view of current affairs and end up clearing prelims . Got marks like 20's, 30's in few paper.

My whole point is that it's not always that upsc awards less marks but also candidates are equally responsible . And for mains we can not generalise it ..
