[Results] Prelims 2020 Over - Gearing for 2021

Because of the corona virus issue? If it does not happen then worst affected will be people whose interview is stuck, around 600-700 such people I think are yet to appear for their interview.

Reasons why I think Prelims 2020 won’t postpone:-

1. Recent announcement by Cabinet Secretary that the Govt has no plans to extend the lockdown period.

2. Video conference held by PM Modi along with various CMs asking them to suggest staggered end to lockdown indicating that the lockdown won’t be extended.

3.  Indian Railways started booking tickets for 15th April and onwards.

4. Food outlets like Dominos and other restaurants have started delivering food. All these points indicate  that normal life will come on track very soon.

Reasons why I think Prelims 2020 may postpone:-

1. Number of cases rising at an increased rate, say in Delhi.

2. Proof of community transmissions coming up like the Nizamuddin incident.

3. Even if the lockdown is not extended, I think that things will take some time to settle. Say, govt uplifts the lockdown on 15th of April but still movement of people via public transportation, social gathering etc would take time to happen. So the commission won’t be conducting interviews soon after the upliftment. Also, people will still wear masks, so will the candidates and the interview panel members. It will be impossible to conduct interviews while wearing masks and the commission won’t risk the lives of panel members and candidates by allowing them to conduct interviews without wearing masks. 

4. Another example I can give is that I think most of the panel members who conduct interviews are the ones who hold high posts in the system. I am saying this because I have a friend whose maternal uncle is DIG of some State at present and he is called every year to Delhi for conducting interviews. If the lock down gets over , all these high level officers will be busy making  sure that the nation gets a smooth transitioning and comeback  post lockdown period and hence they won’t be called to Delhi anytime sooner for conducting interviews. If the interview gets delayed, so will the Prelims.

5. Last but not the least. My personal opinion  would be that, even though the govt was in a hurry to announce a sudden lockdown to stop transmission, UPSC has no haste-spell cast upon it to make the selection process complete  in a hurry. It can and should take its time to conduct either Interview or Prelims or both.

I feel rare chances of prelims getting postponed. Even if lockdown extends till 25 May i.e 7weeks more (let's say), I feel prelims will be on time as 

People associated with prelims conduct can easily work online. Talks about prelims management and conduct, scenarios and probabilities would start next week most probably.

Most don't get paid in private sector without working and also don't get ration through PDS. Many need to earn their life through working and so, life must resume soon after lockdown normally for them atleast and many would be required to support them (~few millions)

Let's accept the fact that this virus will not go out for 12-15 months atleast and people would have equal vulnerability to it till then. Checking everyone and sanitising all of India would be required to completely eliminate it, which can't happen because it is ~impossible. So, in my opinion, we would be supposed to be alert while doing routine work but yes, life would start again very soon. 

The lockdown (even if extended) would have done it's thing , so not much point in extending more.

People need 3-4 days to settle down at max.

life would resume for most and, so, yes most probably prelims would be on time. My idea is to tell that don't relax and be prepared but at the same time don't panic. :) 

I feel pending interviews would not be taken into account while thinking about this year's prelims. Though, not analogous, but some FCI exam and UPSC prelims were on same day last year.

There are going to be many ‘mays’ in May. Prelims may be on time. Prelims may not be on time. Lockdown may extend. I may clear Prelims. Economy may contract and so on. :P

I think prelim date should be extended..reasons 

1.pcs officers ,police personnel and medical field Candidates who have been doing hard duty from 8 am to 10 pm for corona patients, should be given extra time to revise. 

2. Normal candidates in rural areas are not  able to read even papers and magzines and test due to lockdown.

3. People's daily life have been affected by lockdown. In this hard situation how it might possible  to study and revise in the last time

If certain parts of country remain in lockdown till may 2nd wk.. how can upsc conduct exam?? 

as someone said.. there are lots of mays in may! if there is genuinely no community transmission as icmr is saying.. then new cases can sharply fall as well. so conditions may turn out in favor of prelims on time.

Dont know about 1st but 2nd and 3rd case is same for everyone,  so these two points hardly matters. I guess the papers, magazines &  test are available online for both rural and urban students.

Dear ,i am a pcs officer and my study have been affected by covid 19 duty.since one one month i have been on duty from 8 am to 9pm...........like me there would be thousands students from medical and police and administration...will upsc address our problems and show sympathy for our duty?????? And will he extend the time ???? I thought of upsc will and should address our concerns.

Guyz many are dependent upon coaching for their preparation. There is a High probability that extending Prelims by a month is going to be natural decision

To UPSC it doesn't matter whether you have studied or coaching institutes have completed syllabus etc.. The basic quality which Upsc expects is we should be ready in any adverse situations to face challenges.. prelims will be postponed only if UPSC unable to conduct exam on 31/05/2020.

They know that many in-service candidates, doctors, police personnel, media persons (yes, they appear for the exam as well), other subordinate staff are working their hardest at this time, 24x7, while others are studying from the comfort of their homes.
They should not be put to disadvantage for their service towards the community and the nation.
Restrictions on freedom of movement affect psychologically to many of the candidates.
If an affected case is located in the neighborhood, that adds to even more stress. 
It is not always about being ready for the adverse situations, it is about being smart, humane and sympathetic.

If lockdown is extended till the end of April and beyond, which is quite possible in the hotspots like Mumbai or Delhi, dates will be postponed for sure.

UPSC doesnt care if the coaching institutes complete the portions or not. IF UPSC postpond the exam at all, it will be mostly to avoid mass gathering.

How can you be so naive? Upsc only concern will be that if it is able to conduct examination on May 31st.

I have appeared for interview, and I dont think upsc is thinking about us also, as it may go ahead and conduct prelims even without declaring this years result in worst case.

My sister who is in IRS , she flunked in her first interview and upsc gave only 15 days for next prelims. They did not think that 2/3 of interview people will flunk and they will need to cry for twenty days and may flunk prelims.

Also they are not concerned about coachings, and aspirants being busy and fair platform. The exam is tough and that is the fairness principle in it.

As per normal procedure, the official answer keys and the official cutoff are released after the selection process of that year is completed.

Now if UPSC will skip this year’s interview and will conduct prelims as per it’s current schedule, it means that they won’t be releasing the official answer key of prelims 2019 before conducting Prelims 2020.

Won’t it be unfair to those people who were not able to clear Prelims 2019 and are waiting for the official answer key to be released to find out where they went wrong, what mistakes did  they committed and by how many marks they were not able to clear Prelims.

Keeping in mind this factor, I think that UPSC May continue with the standard process of completing Interviews of the current year and then conducting Prelims of the following year. I may prove to be wrong as we all know how “unpredictable” this commission is.

@TheNotorious Had the commission been so considerate they probably would release the official answer key right after the exam. 
Sorry to say, but the only factor that would decide the date of the exam is logistical feasibility to conduct the exam.

 The answer key is not out, so no one knows which questions they did correct/incorrect. All they can do is speculate about their choices (be it selected/not selected candidate). Also, UPSC doesn't ask more than 2-3 questions from previous year ( with ~0% direct, ~100% indirect) so knowing correct option to exact questions might not be very relevant. So not releasing answer key for non selected is not unfair as it doesn't put them at disadvantageous position.

Moreover, the selected candidates don't know their marks, so, they as individuals also can't say which ones they did correctly. Maybe they can sit in groups and match their correct/incorrect to find correct options for doubtful questions and decide marks but then the same can be done by non selected candidates to decide theirs. So, not releasing marks for non selected candidates to let them know how short they fell is not unfair as it doesn't put them at any disadvantageous position than selected ones. Both might be equally vulnerable this time too if they haven't prepared.

Cutoff fluctuates all the time, knowing it might not be very useful for next attempt.

Also, UPSC sets each CSE exam paper independently of the previous year (composition of questions changes all the time). So, I feel releasing answer key and marks is part of learning process and not a pre condition of conducting preliminary exam. Rest it is their jurisdiction.

@Nikita The point you are placing is totally illogical.
In case of interview failed candidates, they already have the experience and knowledge base for the next prelims.
Also, they are not supposed to take their results granted, and should keep on preparing till the result comes out.
So, they do not have 15 days but avg 2-2.5 months after the interview. (interview in march and pre in june).
Those candidates HAVE the CHOICE to study or not to study.

Current scenario is totally different and out of everybody's hands.
Candidates from services and essential services, staffs and medical fields are not willingly spending their precious time in saving lives of people and keeping cities clean and controlling crowds and taking care of essential supplies and many more such tasks.
If they had a choice, they would have chosen to study for the exam instead. 
I really wish you were stuck in this kind of situation.

Another problem is, people need to travel to different cities for the exam because of limited exam centers and all the major cities are becoming hotspots of the pandemic. People will be afraid to go to those cities.

And, Stop blaming UPSC just because someone flunked the interview and wanted to to cry for 15 days instead of studying.
