matters falling in the State and Concurrent Lists."
May be if the option had been framed
like the Parliament cant make laws with extra terrirtorial jurisdction ,
then it would have been false.

However, the parliament one- last year NIA allowed to have jurisdiction over foreign terrorist etc.
