If we have to create a fund in the public accounts like say GST compensaton fund, then Legislative permission is requred?
I am not sure. But a separate bill was passed for compensation and similar thing was done for campa fund. Money bill ki definition me it's given that any fund received on account of public fund is also a money bill, I wonder if these bills are passed as financial bills

I remember reading somewhere that for the creation of initial funds in Public accounts a bill was required.

The earth rotates from west to east, then why does more water pile up at the western parts of the oceans? Should it not accumulate more on the eastern side???
When you're riding a bike, wind strikes our face. (i.e wind moves in opposite direction of our movement)
Similarly, when earth rotates west to east, Air moves East to West (in opposite direction). With frictional force, air drags the oceanic water with it, hence water moves from east to west, thereby getting accumulated at western part of oceans.

I don't think that's a necessary/mandatory condition. They may be established by simple Govt notification (E.g. NSSF in 1999). Though, as per the Article 283(1)/(2), President/Governor is empowered to regulate them.
