The Indian Council Act 1891 had provided for indirect election for the Indian Legislative Council i.e. certain members in the Legislative Council were to be nominated by the Viceroy on the recommendation of the local bodies.
The Indian Council Act 1909 had provided for direct election for the first time and also for the separate electorates to Muslims.

It should lie with high courts. Both state and central administrative tribunals are constituted by the parliament, therefore the appellate mechanism should also be the same.

I am confused about how to make notes for such wars. Sometimes I think everything is useful and other times I think nothing is important except the name of war and year. I am confused regarding how to prepare pre and mains differently ( at least for pre-colonial history).
