How is PLI Scheme is WTO Compliant. Kindly explain
- WTO rules prohibit discrimination against imported products.
- Some companies who manufacture IT hardware devices see PLI as not being compliant with the WTO as they have to be treated on par with domestically manufactured products. Some international companies already have domestic production in India and they do not have an issue with PLI.
- PLI scheme neither links the quantum or the eligibility of subsidy to exports and local value addition, thereby making the scheme WTO compliant.
- India is offering subsidies to only those companies who commit to making investments, expanding exports, local value addition, and employment creation.
India GCF in 2020 is somewhere around 28-29, Bangladesh is somewhere around 32-33. This was discussed in news articles also.

PLI is likely to be challenged in WTO.
But from MCQ point of view, we can say that WTO deters trade distorting subsidies. As long as India doesnt export the Production linked subsidized products and provides national treatment to imports, it is WTO compliant. It is export subsidies and not production subsidies that are prohibited by WTO.
@oldrustyagain29523 yeah you have the values correct, but GCF of 28-29 means 28-29% of GDP and 32-33 would mean 32-33% of GDP. Since India’s GDP is much greater, GCF of India would be higher than GCF of Bangladesh.Or am I making a simple error I’m not able to see here
