Though many people are arguing that cutoff will fall drastically this time, i feel that wont be the case. See this time around a lot of people having score in 80's and 90's are not participating in speculation because they are disappointed with the paper and the experience of last year where actual scores varied by 10-15 marks has put them on edge. They are afraid that their 95 will become 85 from upsc keys. They are imagining the worst case scenario But the reverse can also happen like 95 becoming 105 given the number of controversial questions. This silent majority has created a distorted perception of low cutoff. I know quite a few people who have 94, 97,98 score and are not sure about clearing prelims, and are preparing for mains with subdued spirit. So watch out for these people. They will come out of their burrows on result day and will make their presence felt by typing "IN"
Nothing would be drastic. No way it's falling beyond 90 in my opinion. The only thing one can wish for is those controversial questions to come in their favor.

The question specifically stated an excess power in matters of application of law will violate which FR.@AureliusM article 32 isonly FR violation n its enfoecement. an excess of discretionary may not necessarily lead to FR violation. 14 is EPL. the enforcement of laws has to be right without excess of discretion as not everything is not everything is written inn law but its proper application and its protection is EPL ie 14. im no PSIR etc student. used common sense. excess of discretion cant be directly related to FR violation.
Art 14 is Equality before law and Equal protection of law. Equality before law is that everyone is within the purview of law. Equal Protection of Law means that unequal person can be treated unequally. It justifies certain privileges to for eg President and not to common citizens.
Now, a law that confers upon the executive unlimited powers of application doesn't necessarily violate Art 14 IMO. That said law can say bring in more socialistic principles and make the society more equal. However, such a law will restrict the writ issuing powers of Supreme Court and thus violate Art 32.

The question: Use of dicrectionary power in excess violates which right.my understanding: discretionary power if used in excess (arbitrarily) violates rule of law.so, it is not just equality that article 14 focusses upon. there is more to it.
The question says about legislation. That a legislation which legitimises such use of power. If there is a legislation enacted to that effect, well doesn't it cover rule of law then?

Most probably its answer will be Art 32 only. Art 14 seems kind of a trap + placed in option A.
