Laxmikanth main "Bicameralism" bhi diya hai . Both are features of federalism, but the Q is which is more essential. Most likely A hi hai, but B can't be 100% ruled out as its a matter of interpretation in end. Its subjective.

UT is not linked to federalism. UT are under Centre. States are constituent units(India is Union of States)
