Because of the corona virus issue? If it does not happen then worst affected will be people whose interview is stuck, around 600-700 such people I think are yet to appear for their interview.

Coming to Prelims, I know it is a hot take, but if you have been studying for UPSC for many years. You have a lot of accumulated knowledge. A week gone to UPPCS prior to CSE prelims cannot affect a veteran so much so to decide qualification. If you somehow miss the prelims, it will be due to previous 5-6 months, not the last week!
Therefore, in total agreement with@AzadHindFauz that you should give both! :)

@RockyBalboa brother, no chance of postponement now, every thing is prepared, papers have been sent to centres......they are not even thinking about postponement.
Always wanted to hear this until one of my dear friend died of Corona yesterday. Now, I am hell scared !

Earlier I was worried if I would infect my kin after giving the exam travelling 150Km. Now it's a different game.
My wife is infected along with her whole family, out of 7 members (two houses - ours and my wife's parents) I am the only one who is not infected yet. I just think I am a bit late for the party. There is a high chance that I will be infected in the next few days, I just hope I don't show up weak on the exam day. I am not complaining about the last ten days especially about the pressure or the number of visits to the hospitals or to get tested (3 times till now) when my temperature is more than normal but I couldn't stop thinking about how 2 or 3-step exams like this are being conducted.
I just wanted to say that this is not right, this is not how pandemics are dealt with. I sincerely hope that the selected candidates from this thread/year be more empathetic, sensible, and revolutionary. I lost respect to the previously selected candidates who didn't utter a single word about the prevailing situation or represent the problems of the aspirants. I am not proud of this exam anymore.
Funny thing is I would be 32+ next year and this would be my last attempt.

I am truly sorry for the position you are in right now.
As bad as I may sound here, I don't know what's the solution. Delaying the exam further or cancellation has its own sets of problems. If the exam happens in December or January, pandemic is most likely not going away by then.(might be even more severe) Or if the exam is cancelled altogether, next year becomes even more problematic.
It's just one of those fucked up situations with no easy solutions or right/wrong. I understand why someone would not speak up because this is a very complicated and grey issue.

You should get to the answer D through elimination in this question I think. The first three options are most likely not right because if such a provision was there, there's no way that we wouldn't have studied that in Spectrum or any of the sources since it's a pretty important point/provision. Also chances for D rises since GoI 1935 never came into force fully. Furthermore, women only got the right to vote in late 1910s in US and Britain.
