Answer D
Article 174(1) Governor shall summon the House or each House of the State Legislature at such time and place as he thinks fit, but SIX MONTHS shall not intervene between two sessions.
There is no such provision in the Constitution. Secretary to the State Legislature sends summoning letter to each Member of the House in the name of the Governor.
Some other information I learnt while searching answer to the previous question 🙂
1. Ministry of Parliamentary Affairs sends a note to the Cabinet Committee on Parliamentary Affairs recommending dates for summoning and propagation of the LS and RS. The decision of the Cabinet Committee is then sent to the President by the Ministry.
2. Extension of a session of the House is announced by the Presiding Officer or the Leader of the House or the Ministry of Parliamentary Affairs.
3. Inter session period means the period between prorogation of the last session and first day of the next session.
4. There is no time frame within which a prorogation order must follow an adjournment, if any.
The 1ststatement is wrong because the constitution stipulates that the gap between two
session of both State houses of state legislature shall not be beyond a period
of 6 months. Hence the maximum permissible recess period of 6 months is
applicable to SLA and Leg Councils as well.
The 2ndstatement is also wrong. The constitution does not mention about any notice
period. The notice period is to be designed by each house’s Rules Committee on
their own.

Statements on Gandhi are correct. Answer is C.
Cesses and surcharges both go (initially) to the CFI, the only condition being that cesses may later be appropriated to a different fund and utilised for the purpose for which it was levied. Both are not shareable with State Governments.
