Cesses and surcharges both go (initially) to the CFI, the only condition being that cesses may later be appropriated to a different fund and utilised for the purpose for which it was levied. Both are not shareable with State Governments.

I think its B.
Statement 2 is probably wrong. Ploughing helps in making the soil porous. Plus 1 and 2 are contradictory. So i think statement 2 is wrong
