Was seeing CMS results. Why did they recommend less than the notified vacancies(798 recommended for 919 vacancies)?

When i took a plunge towards this exam, I had kept in mind the need for patience to do well. I felt I had a decent amount of this virtue (or so did I thought). But now I am really questioning myself whether I really have it in me to do well.
This is my first attempt and there are still a few topics yet to cover in my optional and GS. So I thought I could finish them off during Nov-Dec, taking a month break after Mains. But could only finish 30% of my target and it has been really unproductive since then.
So anyone especially senior players kindly shed light on this based on your experience. Is this ever normal at all and how to tackle this.
I felt quite envious of those who haven't written mains this year as they are well prepared to tackle the exam next year with no disruptions while we wait here and unclear about what to do next. God forbid if we dont clear this exam till the final stage, its going to be bit difficult for us, with the gap between final results and prelims exam becoming lesser with each passing day

yes its gonna be huge loss for us with each passing day the chances of clearing next prelims will decrease
