@Ravsi answered it in this way. Non performance k reasons- personal or financial obligations, conflict of interest. Leads to trust erosion and delayed redressal affects quality of work if done in hurry afterwards as there will be misuse of funds and arbitrary use of authority in haste. Such sort of bakar. Its tough to create answers on the spot!! Still insights junta claim it as the easiest paper of human history!

public servants hold public resources in trust of public and hence not performing duty breaks trust and this is corruption , they have a lot of discretion and implications for social loss if they dont perform their duty , eg . traffic police not regulating traffic could lead to accidents , govt doctor not visiting govt hospital would lead to death of poor people etc .

Let me know your approach on this too.
I simply understood it as a question on cultural diversity and went about how there indeed are smaller microcosms of society based on factors of ethnicity, region, language etc. Gave examples. And finally added a point on how the small Indias are indeed a part and parcel of the whole.
I am afraid I addressed it in extremely simplistic way
divided into regions...NE india -->khasi(matrlineal),naga culture...south india -->tamil(jallikattu,distinct cuisine),karnataka(basavavesvara ideals)....rest of india -->rajasthan(rajput culture,food),punjab(sikhism), c.india (tribes like gond and their festivals like larukaj and customs)...all these make up culture pockets of small india ... small india-->diversity in unity......

awesome even forumias could be an example of mini India, qsn is not asking about various cultures existing in india, it's asking about examples where these cultures intermingle with each other thus forming a mini india.

Non performance of duties by a civil servant is corruption. Justify
Please enlighten me on this. I failed to justify in the exam.
Last year GS4 looked so easy, this time I found it really difficult.
Upar se nobody is talking about it toh Aisa lag rha hai ki bass mera hi kharab gya hai.
I negated the statement. Wrote on how non performance is ethically wrong but it cannot be termed as corruption as there is no private gain involved.
Gave examples of Policy Paralysis, Red Tapism where there is non performance but we cannot say corruption is taking place.
Plus used example of Case Study 1 - where rescue work was halted due to heavy rains, There is an element of non performance but it is due to external factors, which cannot be termed as corruption.
@John_TitorThe thing about the question is it is open to interpretations and no single one way is right since cultural pockets is itself a subjective term. I took it in the form of little and great traditions propounded by mckim marriot and tribal culture.
@K_9yeah .. small india means different fr different people..some rake diveristy as synonym fr small india...some take heterogenous pockets in homogenous areas... vague question...
