BHAI 2 cheez hai: upsc kya interpretation leta hai, aur community kya interpretation leti hai. aap kuch bhi interpret karte rahiye but demand 1 hi hogi. usko leke upsc kitna flexible h wo matter karta hai.

time to repair the roof is when sun is shining means preparing in advanced for emergency...e.g. preparing vaccines before another wave etc etc... this is the precise meaning of this topic.. philosophically and literally... Having said that i cannot claim that they deduct marks for different interpretation. But i also think that if we are free to interpret essays the way we want, that would make essay a very easy paper.. interpret anything and write.
My interpretation was: For a roof :- we will be able to see the holes/damages in the roof properly when sun is shining above; this helps us repair the roof effectively. In the absence of sun ->holes go undetected ->then one cannot repair the roof effectively; resulting roof will still be with flaws.
Similarly,
We will be able to understand the problems in a system ->if we have full view of the system & transparency & right knowledge about the system. This helps us repair and modify the system effectively.
roof = any system

As per my interpretation: The relation between the Roof and Sunshine is this:
During sunshine we can see the flaws in a roof properly. Hence it is the right time to repair.
