[Results] Prelims 2020 Over - Gearing for 2021

Because of the corona virus issue? If it does not happen then worst affected will be people whose interview is stuck, around 600-700 such people I think are yet to appear for their interview.

Hello all. Let me share with you how things are here in Mumbai. Since Janta Curfew, i.e, from March, there is absolute NO MOVEMENT of Mumbai Local. Ask any Mumbaikar, and s/he will tell you what does it mean to the mobility of this city. My area is a containment zone, and as a result, we are witnessing strict implementation of Lockdown. Two weeks back, we had a positive case in my own housing society, and since then, the main gates of residential complex is sealed. We are allowed only 2 hours in morning for essentials, and after that police volunteers are deployed on my gates to make sure no one goes out. The patrolling vehicle often comes in evening, and they come along with loudspeakers announcing safety measures and other information. And not to mention strict night curfew from 7pm to 7am. 


Friends, it's a long battle here in Mumbai. We are loosing unfortunate lifes every day. The hospitals are overburdened with COVID patients. There is extreme shortage of ICU beds, and corona positive patients are loosing valuable time (the initial golden hour) in finding an empty ICU bed. Local administration is completely engaged in Covid- contract tracing, and managing impatient guest workers (aka migrant workers) who just want to go back home. 


The city is also far away from community heard immunity. Some say we are still about to witness the peak. Some predict about second wave. I am myself no expert on this. But the situation here is not positive. Even if we have further relaxation in lockdown, the fear of getting infected by the virus will be there. I really can't fathom the fact that how come Delhi mei log bahar aane lag gaye hai. My friends living there say that- "yaha cheeze normal ho rahi h". I mean how come even this is possible? That ugly virus is still there. Khair, it is difficult to predict dates. In this post truth world, every argument looks convincing. Baaki UPSC is supreme, and I hope it will consider the varied impact of this pandemic across the different spectrum of aspirants. Be safe friends. Coz abhi 'jaan hai to jahan hai' superceeds everything. 

Was watching TV. Uddhav Thankrey  has said that they are expecting cases to peak in June - July. And that too with Mumbai which is already in so much trouble. I wonder what will happen in June - July!

@12432TrivendrumRajdhani  I am from Mumbai and concur with this. The situation here is quite bleak, specially if you live in a containment zone. There have been 3 cases from my housing society. It does not seem that local trains will running soon. Conducting the exam by mid July seems optimistic.

@Freud but if the situation is so bleak! How come july seems optimistic to so many people here. There are just 2 dates in july 12th and 19th when the exam can ideally be conducted (other sunday's being occupied by other exams ). And since a peak is predicted in july itself , how come it can be conducted !?

@Ankit_sahu I guess because most of the people suggesting an early July date are not from affected areas. I myself am from a non hotspot/containment area in Delhi, and apart from people choosing to stay indoors, there are almost no restrictions on movement. Even DTC buses are plying on road with "precautions"

@Ankit_sahu people are getting impatient with the delay, because they want to become an officer as early as possible as they have worked hard for past 10-12 months or more. So they are using their intelligence to speculate the earliest possible date.

But, many are living away from hotspots, so they do not have much idea about the fear, stress, restrictions, curfew etc.
Watching reports on TV and living through it are two very different things.

I too stay in Mumbai and that too in an area where local train gets us to the main areas where most of the exams are conducted. And people are scared of taking cabs here as two of the OLA drivers got infected last week. 

I hope a decision is made keeping everyone in mind.

Everything said, UPSC shall take multiple factors into consideration while weighing in on dates for July or August or even later. 

1. Capability and willingness of district administrations all across the country to hold an exam of such magnitude. Most authorities in urban areas will have their plates full till atleast end of June - July 

2. Safety and feasibility of students movement from their homes to cities like Delhi and also on the day of exam. IIT JEE and CBSE has now allowed change of centres, to avoid unnecessary movement. UPSC may go that way. 

3. Logistics for arranging an exam of such a large scale and following social distancing guidelines. CBSE is planning for 5 times more centres and similar is the situation with NEET. Doing that for 10 lakh UPSC candidates will be a real challenge. Along with the centres, equally greater number of invigilators and officials will be required  

4. Developing and uncertain situation regarding increase in cases lately (Delhi reporting 1k+ and Maharashtra 2.5k+ on consecutive days ) and prediction of peak in late June - July. UPSC will be in a fix while deciding dates in such uncertain situation

5. But not the least, UPSC, as a constitutional body, will take into account interest and welfare of every section of candidates. 

Being UPSC aspirants, we need to understand the overall situation of the country rather than basing our judgement on narrow limited consideration. Rest, woh UPSC hai, kuch bhi kar sakti hai.

Corona is not a political / academic issues like age/csat/ attempt ,its a deadly disease and if things are lefr loose it will take inummerable lives.

UPSC is constitutional body and it will not take any random decision. It will consider every aspect and until the things become as clear as 'normal' it wont risk spread.

Will MHRD further postpone NEET and JEE ? If not then an earlier date for UPSC is  very much possible.NEET students are a younger lot and much more in number. If their safety is not considered , then UPSC postponing due to safety issues seems unlikely.

@Messileo Conducting Jee and Neet is more essential than UPSC because most of applicant get admission for their degree courses and academic sessions can't be delayed further. So it's balancing act between the risk involved and much delayed college session. UPSC, at the end of day is only for those odd 1000 people, UPSC can wait till the situation is near normal at least. In the past also prelims has been conducted in August, so I don't think UPSC will be in hurry to finish it at earliest. Rest let's see...

@Messileo look at the number of exam centres NEET has? (Even in normal days their number of centres are far more than those of UPSC)
1.can upsc increase their centres too and bring them to same scale as of NEET? -yes, but never did it before ! Requires huge administrative machinery (Which NTA does have ! But upsc for the moment doesnt, as most of it being directed in covid related duties)
2. Can neet be postponed ? No, unless its the last resort. Why? The medical colleges have a time bound academic session and any more postponement  will have spill over effect on whole of the process.
3 . Will postponing upsc wont have any such effect? - when you look at the timing of training session at lbsnaa ,  even if upsc conducts the exam in late august, it can comfortably  complete the process before next year's training begins.
4. As i have said before its not just cse prelims which is pending, ies mains is pending too and so are the interviews for various other posts. Its any day easier for upsc to conduct them as compared to conducting upsc cse prelims , being the exam with highest number of applicants.

Rest! We can only hope upsc doesnt delay the date announcement once again!
