Yes, RBI was conceptualised in accordance with the guidelines presented by Dr Ambedkar to the Hilton Young Commission based on his book, The Problem of the Rupee – Its Origin and Its Solution.
In 1934 Hilton Young commission then recommended for Setting up RBI.
Edit: First Finance Commission of India constituted by him in 1951 when he was the Law minister of India.

It is declared critically endangered by NBW under "Recovery programmes for saving critically endangered species and habitats" , the IDWH program. The IUCN is least concern.

Yes it has a separate list. Caracal is in abundance outside India, in middle east and Africa I recall. India me khatra hai!
