@Curious_souls when some glasses are not goggles and all glasses are gases, then it has to be that some gases are not goggles. Still I think it should be 2 only.

This might be a little late but this is my understanding with all the possibilities, in which case neither statement is correct. As far as the first statement goes, there is only one possibility for the diagram. For the second statement, gases could either a category that encloses the entirety of glasses or both goggles and glasses. While the third statement has 3 possibilities. Thus, it is not possible to say surely that some gases are geese, since goose3 is also a possibility. Neither can we surely say that some gases are not goggles. They may or may not be goggles.

What is the answer? I feel the 2nd statement is confusing. Indians are actually required to get permission only for certain specified activities like bio survey or some sort of commercial activity from SBB.
In the national biodiversity act, 2002 - for filing IPR based on biological resources, do both indian national and foriegn nationals require permission from NBA or only foriegn nationals?
For IPR, both require permission from NBA except if it is related to human genetic material, in that case permission is not required.

The SBBs also regulate, by granting of approvals or otherwise upon requests for commercial utilization or bio-survey and bio-utilization of any biological resource by the Indians : This is mentioned in NBAindia.org.
I read somewhere that Indians are free to use the biological resources including the hakims and all.
Maybe then it is SBB regulate access to resources for Indian citizens excluding local communities and Hakims etc.
P.S : Now after reading more, I finally got some understanding, for any research etc by Indian nationals, they need not seek permission. Permission is required through SBB only when they are seeking commercialisation. Permission is not required in collaborative research as well, if it is acc to the rules framed by NBA.
