@LightYagamiany persecuted jew or atheist can always take refuge in India through existing laws. ex. dalai lama, adnan sami, were given citizenahip under existing laws. CAB is limited to just 3 countries. For other countries, existing laws are still valid. I don't think any Jews live in these 3 Islamic countries otherwose bill would have included them.

@CaesarProbably if you watch art movies it may help. Or maybe the old ones like The Guide. Something more specific like genre based may be better than just "watching movies."
Can easily watch a few interviews of Indian directors to gain perspective in film-making. These insights may then be shared with the Board.
But in an interview you might not be asked as well.

@duster2019speaking purely from the legal and constitutional angle, I think it would be difficult for the act to stand judicial scrutiny. While intelligible differentia is for all to see and the state would demonstrate rational nexus with object sought to be achieved by couching it in humanitarian paradigm, I think the major challenge is to withstand the "effects test". From RC Cooper to Benett Coleman to Maneka Gandhi, SC has time and again emphasised that it is not the object of the legislation but the effects that it will have on FRs that will determine constitutionality of a legislation.

What goes in favour of the state is the presumption of constitutionality. While certain classifications are inherently suspect (eg. race based in the US and one can argue that grounds exist for caste, religion to be considered inherently suspect in india), Indian (last I knew) legal system doesn't allow a strict scrutiny test.
