In Q 86. REE are being mined by PSUs could be one of the reasons for limited output. Even in solution you have mentioned " Rare earths mining and extraction processes are capital intensive, consume large amounts of energy," this imply that PSUs are unable to provide this resulting into limited mining. Here is attached screenshot from PIB . Although it talks about critical minerals but logic is same. So anser should be A.@farejul
