why is it called Magna carta of ENGLISH education though ? C nhi hona chahiye answer. B bhi ho skta hai to create a market for english products
C is not exactly correct because Woods Despatch recommended vernacular medium at school level, and then English lang. for higher studies.
The D option is more correct as it did focus on rationalism in Traditional Indian education by promoting secular education, stressed on female and vocational education and asked the govt to take responsibility.
It is called Magna Carta as it laid the foundation of western education in India.
The wording of options is confusing though.

As per Mrunal the answer is C but the government website says it is open-ended procurement (https://dfpd.gov.in/Procurement-Policy.htm) hence D should be the answer.

Open ended procurement is for rice and wheat. For other food grains there is state wise quota. Maybe due to that 1 is right. Others can confirm.

@Steph_Curry No takers for A? Indians were largely excluded from government services on the pretext of being unworthy and disloyal. But then this deprived British to save revenues as Indians could be hired cheaply. So woods dispatch proposed the curriculum which make Indians more worthy, modern, English and ultimately mobilise them under British work force.
I was going to go for A as well. Wood's Despatch wasn't about reforming traditional education, it was about introducing modern education.
