I just know what the terms mean.
zabt = land revenue at current prices
Kankut = land revenue at constant prices
But my random guess for above is C.

Public safety bill = british govt doing to foreign grps/nationals at that time what Indian govt has done to amnesty international. For the fear of riots, regulating it's accounts and deporting foreigners associated with communism (Just to simplify understanding)
Trade disputes bill = ban on strikes. Tribunals for "amicable solutions".
These steps may have been taken since CPI was officially formed in 1925.

Given in spectrum. Provisions have been explained by@Shailputri . Adding few pieces of information from the spectrum that the Public safety bill was defeated by Indian members in the assembly and M. Nehru had spoken in detail against it. Bhagat Singh, Raj guru, etc had thrown bombs in the assembly against the passage of the bill in 1929.

When it was introduced in 1928 - it was defeated 62 by 61 with casting vote of vithalbhai patel. But it was later reintroduced again in 1929 as an ordinance when bhagat singh threw the bomb at the assembly.
Ordinance did come into effect.
